The Government of the Republic of Kenya has received financing from the World Bank towards the cost of Water and Sanitation Development Project (WSDP), and it intends to apply part of the proceeds to payments for consulting Services for a Communication Specialist to lead all communication activities for the project.

  1. The Project comprises four components; –
  2. a)Expansion of water supply and sanitation services in the coastal region, – Mombasa, Kwale, Kilifi and Taita Taveta Counties
  3. b)Expansion of water supply and sanitation services in Wajir and Garissa Counties
  4. c)National performance-based financing (PBF) that includes support for water and sanitation infrastructure invest­ments, and technical assistance for performance-based financing.
  5. d)Project management to finance the management activities associated with project implementation.
  6. The main objective of this consultancy is to assist the Project Coordinator (PC), through specific component heads in the exercise of PC’s strategic management duties in relation to all aspects of project communication.
  7. This is a full-time post up to project closure. However, the Communication Specialist shall be engaged on a one-year renew­able contract subject to satisfactory performance and availability of funds and continuation of the project.

  9. Ministry of Water, Sanitation and Irrigation now invites eligible individual consultants to express their interest (EOI) in providing these services. Interested consultants must provide their CVs and information indicating that they are qualified to perform the services.
  10. The desired consultant must be in possession of the following qualifications and experience: –
  11. a)A master’s degree in development communication, Journalism, public relations, or related field.
  12. b)Over 8 years of demonstrable experience working as a communication Specialist on projects, especially donor fund­ed. Experience on World Bank funded projects will be an added advantage.
  13. c)Demonstrate a good understanding of the complexities of development work in Kenya. Experience in the water sector is an added advantage
  14. d)Excellent knowledge and experience on the use of traditional and new media tools for communication and dissem­ination
  15. e)Excellent knowledge of media landscape in Kenya
  16. f)Ability to work in a multi-disciplinary team environment (National and County Governments).
  17. g)Capability and proven experience in crafting messages in various formats (press releases, websites, success stories, tweets, etc.) targeting a variety of audiences.
  18. h)Excellent editorial, written and verbal communication skills.

  1. The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers, January 2011 revised July 2014 (“Con­sultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
  2. Selection of the Individual Consultant will be in accordance with World Bank’s Guidelines: Selection and Employment of Con­sultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers, January 2011 revised July 2014 (“Consultant Guidelines”). The selection criteria will be solely based on individual experience and qualifications.
  3. Interested Individual Consultants may obtain further necessary information at the address below during office hours between 0900 to 1600 hours from Monday to Friday excluding lunch hour (1300 to 1400Hrs) and public holidays.
  4.
