REQUEST FOR EXPRESSIONS OF INTEREST 

(CONSULTING SERVICES – FIRMS SELECTION)

Project: NAIROBI RIVERS BASIN REHABILITATION AND RESTORATION PROGRAMME: SEWERAGE IMPROVEMENT PROJECT PHASE II (NARSIP 2)
Assignment Title: CONSULTANCY SERVICES FOR DESIGN REVIEW AND CONSTRUCTION SUPERVISION OF WATER AND SANITATION SERVICES FOR NAIROBI INFORMAL SETTLEMENTS.

  1. The Government of Kenya (GoK) on behalf of Athi Water Works Development Agency (AWWD4) has received financing from the African Development Bank (AfDB) towards the cost of the Nairobi Rivers Basin Rehabilitation and Restoration Programme: Sewerage Improvement Project Phase II (NARSIP 2) and intends to apply part of the amount for this loan to payments under the Contract for Consultancy Services for Design Review and Construction Supervision of Water and Sanitation Services for Nairobi Informal Settlements.
  2. The objective is to engage a consulting firm to undertake site identification, acquisition of approval of construc­tion permits, design review and construction supervision of Water and Sanitation Services for Nairobi Informal Settlements and training of CBOs in management and operations of the developed infrastructure.
  3. The scope of consultancy services will include but not limited to site identification/approvals, design review and supervision of the following proposed works:
  4.         Construction of Ablution Blocks in the selected areas.
  5.         Rehabilitation/operationalization of existing Ablution Blocks.

                    iii.        Laying of sewer and water distribution networks

  1.         Construction of Household Consumer Connections
  2.         Drilling and equipping of boreholes completed with elevated steel water tanks on elevated towers with water Kiosks and other associated water distribution networks.
  3. The overall objective of the assignment are as follows:
  4.         Identify the suitable sites for construction of sanitation facilities and other Water and Sanitation Interven­tions,
  5.         Undertake community mobilization and sensitization

                    iii.        To carry out designs for the facilities and prepare bid documents;

  1.         To fulfill the role of the Engineer’s Representative in the supervision and Coordination of the construction works;
  2.         The consultant will be responsible for ensuring that work is carried out in accordance with the design specifications and works contract documents while at all – time ensuring quality, cost effectiveness and timely completion;
  3.         To carry out RAP study and undertake the implementation of the Resettlement of Project Affected Persons

                   vii.        Undertake Environmental and social due diligence including supervision of Environmental Health and Safety issues during the entire construction period. The consultant will prepare quarterly monitoring re­ports in line with the template that shall be provided by the Client

                  viii.        To provide the client with regular status reports and other reports as per the Terms of Reference, together with all related necessary technical assistance and professional advice to the Client related to supervision of the construction of the said works;

  1.         Ensure household connectivity of the individual where the water and sewer lines are laid.
  2. The consultancy services will be carried out over a period of 37 (Thirty-Seven) months which will cover design and site identification of 6 (Six) months, 18 (Eighteen) months to cover construction supervision, 12 (Twelve) months defects liability period and 1 (One) month for Final completion inspection and reporting.
  3. The Athi Water Works Development Agency (AWWDA) now invites eligible consultants to indicate their inter­est in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availabil­ity of appropriate skills among staff etc.). Consultants may constitute joint-ventures to enhance their chances of qualification.
  4. Interested consultants must provide information with evidence that they are qualified and experienced to per­form those services. For that purpose, documented evidence of recent and similar service shall be submitted.

Determination of the similarity of the experience will be based on:

  • Experience in design review and supervision of water and sanitation contracts in low income settlements
  • Experience in similar conditions.
  • Availability of appropriate skills amongst staff including Project Manager, Resident Engineer, Civil/Water Engineer, Geotechnical / Sods Engineer, Social and Environmental expert)
  • Among the submitted applications, Athi Water Works Development Agency will shortlist a maximum of 6 consultants, to whom the Request for Proposals to carry out the services shall be sent.
  1. Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the “Procurement Policy for Bank Group Funded Operations’* dated October 2015, which is available on the Bank’s website at http://www.afdb.org.
  2. A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Consultant Guidelines.
  3. Interested consultants may obtain further information at the address below during office hours 0800 to 1700 Hours from Monday to Friday excluding lunch hour (1300 to 1400Hrs) and public holidays.
  4. Expressions of interest must be delivered to the address below by 24th November 2021 at 12.00 noon East African time and mention Expression of Interest for Consultancy Services for Design Review and Construction Supervision of Water and Sanitation Services for Nairobi Informal Settlements.
