- The Government of Kenya (Gok) has received financing from the World Bank towards the cost of the Horn of Africa Gateway Development Project (HOAGDP) and intends to apply part of the proceeds for consulting services.
- The Consultancy Services (‘the services’) include: The Development of a National Electric Mobility Policy for Kenya.
The Scope of the Services include but not limited to the following tasks:
- a)Compilation of background Information (baseline)
- b)Electric Vehicles forecasts and implication on power sector.
- c)Strategic framework for E- mobility: short and long term actions to promote and sustain E-mobility in Kenya.
- d)Dissemination and report thereof. The assignment is expected to take six (6) Months
- The detailed Terms of Reference (TOR) for the assignment can be found at the following Website www.transport.go.ke or can be obtained at the address given below.
- The state Department for transport (‘the client’) now invites eligible consulting firms (‘consultants’) to indicate their interest in providing the services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting requirement for the Firm’s experience are as per the terms of reference.
- A consultant will be selected in accordance with the World Bank’s Procurement Regulations for IPF Borrowers, July 2016 updated August 2018 and November 2020

- The attention of interested Consultants is drawn to Section III, paragraphs, 3.14,3.16, and 317 of the World Bank’s ‘Procurement Regulations for IPF Borrowers” July 2016 Updated August 2018 and November 2020 (‘Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
- Consultants may associate with other firms to enhance their qualifications, but should Indicate clearly whether the association is in the form of a joint venture and / or a sub-Consultancy. In the case of a joint venture all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
- A Consultant will be selected in accordance with Quality Cost Based Selection method Set out in the Procurement Regulations.

- Expression of Interest must be delivered in a written form to the address below either in Person, or by or mail placed in the tender box at our offices on ground floor Transcom house.
- Deadline for the submission of expressions interest is on 7th December at 1100hrs
