INVITATION TO TENDER
PAYMENT MANAGEMENT SERVICES
(Two – Envelope Tendering Process- Without Prequalification or Shortlisting)
1. The National Drought Management Authority invites sealed tenders for the provision of payment services for its KSEIP (HSNP III) cash transfer programme in the Counties of Turkana, Marsabit, Wajir, Mandera, Garissa, Isiolo, Samburu and Tana River Counties for three years
2. Tendering will be conducted under open competitive method using a standardized tender document. Tendering is open to all qualified and interested Tenderers.
3. Qualified and interested tenderers may obtain further information and inspect the Tender Documents during office hours 0800 to 1700 hours from Supply Chain Management Offices, Lornho House, Standard Street, 8th Floor, Room Number 2
4. A complete set of tender documents may be purchased or obtained by interested tenderers upon payment of a non-refundable fee of one thousand (KES1,000) in Banker’s Cheque payable to the National Drought Management Authority. Tender documents may be obtained electronically from the Website www.ndma.go.ke or www.tender.go.ke Tender documents obtained electronically will be free of charge. Tenderers who download the tender document must forward their particulars immediately to supplychain@ndma.go.ke to facilitate any further clarification or addendum.
5. All Tenders must be accompanied by a Tender Security of Kenya Shillings Five Million (KES 5,000,000)
6. The Tenderer shall chronologically serialize all pages of the tender documents submitted.
7. Completed and serialized/paginated tender document, in plain sealed envelopes and clearly marked with the TENDER NUMBER and TENDER DESCRIPTION, should be addressed to:

and deposited in the tender box situated at the NDMA Reception, 8th Floor, Lonrho House, Standard Street, so as to be received on or before Friday 13th May, 2022 at 1030 hours. Electronic Tenders will not be permitted.
8. Tender Documents will be opened immediately thereafter in the Boardroom on 17th Floor, Lonrho House, Standard Street, Nairobi, in the presence of Tenderers or their representatives who choose to attend.
9. Late tenders will be rejected.
