COUNTY GOVERNMENT OF NAKURU TENDER MAY 2022 

EOI DESCRIPTION: EXPRESSION OF INTEREST FOR SERVICE PROVISION TO OPERATE 
AND MANAGE A PUBLIC TOILET AND HAND WASHING STATIONS AT NYAYO GARDENS.
EOI REFERENCE: CGN/WEENR/ONT/917/EXP/2021-2022. 

1. The County Government Nakuru invites proposals to provide service provision to operate and manage a public
toilet and hand washing stations at Nyayo gardens.

2. The County Government of Nakuru now invites eligible qualified consulting firms to indicate their interest
in providing the Services. Interested consulting firms should provide information demonstrating that they
have the required qualifications and relevant experience to perform the Services. The shortlisting criteria on
required qualifications and experience of the consulting firms are:
i. Valid certificate of registration from registrar of societies/ department of social
services
ii. Memorandum of Association with list of members
iii. Proof of existence of physical operation office with address
iv. Profile on undertakings of similar/related activities including letters of reference.
3. The attention of interested consulting firms is drawn to the following provisions that will be highlighted in
the Expression of Interest to be issued to shortlisted firms.
i) The consulting firms will be expected to have no conflict of interest with other assignments or its
own corporate interests and acting without any consideration for future work.
ii) The consulting firm has no personal or business relationship with the Procuring Entity’s senior
management or professional staff.
iii) A firm or an individual in the firm has not been sanctioned by the Public Procurement Regulatory
Authority or are under a suspension or a debarment imposed by any other entity of the Government of
Kenya, or any international organization.
iv) Government-owned enterprises or institutions of Kenya Government, officials and civil
servants and employees of public institutions may not eligible.

4. Nyayo Garden public toilet plays a key role in increasing efficiency and effective utilization of the facility. The public toilet will complement the smart modern recreation site, by providing sanitary services to the users of the Garden at all times. Therefore, the reason the Department of Water, Environment, Energy and Natural Resources is looking for a Community Based Organization (CBO) to operate and manage Nyayo Garden Public toilet.
5. The eligible Community Based Organization will be expected to operate and manage the Nyayo Gardens Public Toilet for a period of three (3) years renewable upon satisfactory performance.
6. The Operator will be expected to offer the following services; provide clean water, adequate detergents, disinfectants, cleaning materials and equipment and ensure there is electricity throughout. The operator will also be required to ensure that the toilet is in top shape for use at all times. In addition the operator will be required to offer detergents for Hand Washing Stations at Nyayo Gardens and ensure the hand washing stations are maintained and cleaned at all times.
7. The County Government of Nakuru invites eligible Community Based Organization for expression of interest to, operate and manage a public toilet and Hand Washing Stations at Nyayo Gardens.
8. Interested Community Based Organizations should provide information demonstrating that they have the required capacity and qualifications with relevant experience in operating and managing a public utility service; in addition they must provide evidence of involvement in environmental conservation.
9. A Community Based Organization will be selected in accordance with the Government Procurement procedures and provision of public private partnership Act.
