CONSULTANCY SERVICES FOR IMPLEMENTATION OF LIVELIHOOD RESTORATION ACTIVITIES FOR MWACHE MULTI-PURPOSE DAM PROJECT AFFECTED HOUSEHOLDS (PAHs) UNDER RESETTLEMENT ACTION PLAN 1 (RAP 1)

- The Government of Kenya has received financing from the World Bank toward the cost of the Coastal Region Water Security and Climate Resilience Project and intends to apply part of the proceeds from this financing for payment of Consultancy Services for Implementation of Livelihood Restoration Activities for Mwache Multi-Purpose Dam Project Affected Households (PAHs) Under Resettlement Action Plan
- This assignment will provide support to restore and/or improve the livelihoods of people displaced or whose livelihoods are otherwise affected by the Mwache Dam Project. Specifically, through this consultancy (expected to be a Consultancy firm or Non-Governmental Organization), the Project will provide integrated socio-economic assistance including capacity building initiatives such as trainings, demonstrations, market linkages as well as start- up inputs and follow on operational support to 2900-3000 Project Affected Households supporting approximately 13,000 Project affected People aligned with the different themes of the project Livelihood Restoration Implemen- tation Plan (LRIP).
- This Consultancy will support the affected community to mitigate the adverse impacts of displacement and share in the benefits of the Mwache Dam Specifically, this Consultancy will support affected people in their efforts to restore or improve their livelihoods as a result of the project through the implementation of the project LRIP. In addition, the Consultancy will provide specific and targeted support to vulnerable people affected by the project (including women, youth, the elderly, people with disabilities and other vulnerable groups) and support the project to refine and implement the community infrastructure plan.
- The LRIP and community infrastructure plan were developed with reference to the occupational and socio-eco- nomic profile of PAPs and the community as identified in the Household Livelihood Restoration Plans already developed and through community level
- The LRIP focuses on Five (5) main thematic areas of intervention crop production, livestock development, business and entrepreneurship, social protection (and support to vulnerable PAPs) and community infrastructure and ser-
- The Scope of Services will include the following key specific tasks;
Task 1: Update the project Livelihood Restoration Implementation Plan (LRIP) with an accurate number of PAPs requiring each category of support
Task 2: Supporting agriculture/ crop restoration and development Task 3: Support in livestock development
Task 4: Support to business and enterprise development (small and medium scale – SMEs) Task 5: Support for vulnerable PAPs and improved access to social protection mechanisms Task 6: Support for community infrastructure and services
Task 7: Monitoring and evaluation
- The duration of the consultancy services is thirty six (36)
- The Ministry of Water, Sanitation and Irrigation now invites eligible consulting firms (“Consultants”) to express their interest in providing the Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short-listing criteria are:
- Relevance and suitability of the applicant’s core business to the
- The Consultant will have at least ten (10) years proven experience in designing, conducting and mainly implementing livelihood assistance programmes (preferably restoration) and delivery of practical capacity building programmes on business development, agribusiness, crop and livestock production and market- ing, access to government service in African countries.
- Demonstrated experience of successful delivery of three (3) similar community based rural development and livelihood support programs (preferably with experience related to on and off farm livelihoods), resilience, social protection and vulnerable
- Familiarity with social assessment and management of involuntary resettlement of project affected people is an added
- The Consultant team must be familiar with the relevant regulatory framework of the Government of Kenya and the relevant operational policies of the World Bank (specifically OP 12 and OP4.10), which will be applicable during project implementation, which govern involuntary resettlement of vulnerable and mar- ginalized groups.
- Technical and managerial capabilities and administrative and financial strength of the firm are important
