ATHI WATER WORKS DEVELOPMENT AGENCY TENDER JULY 2022 

REQUEST FOR EXPRESSIONS OF INTEREST 

(CONSULTING SERVICES – FIRMS SELECTION)

The Government of Kenya has received financing from the African Development Bank towards the cost of implement- ing the NAIROBI RIVERS BASIN REHABILITATION AND RESTORATION PROGRAME: SEWERAGE IMPROVEMENT

PROJECT PHASE II (NARSIP II). and intends to apply part of the proceeds for consulting services to carry out annual environmental and social compliance audits.

1. The consulting services (“the Services”) involves undertaking Environmental & Social Compliance Audits for 5No ongoing They include:
   1. Construction Works for Rehabilitation of Dandora Estate Sewerage Treatment Plant (DESTP) (Lot 1).
   2. Construction of Kahawa West, Githurai 44 & 45 and Kahawa Sukari reticulation Sewers (Lot 2).

• Construction of Mwiki & Clay works reticulation Sewers (Lot 3).

1. Construction of East and West of Nairobi reticulation Sewers (Lot 4).
2. Construction Works for Extension of Water and Sewerage Intervention for Informal Settlements (Lot 5).

2. The scope of services for the Consultant will include but will not be limited to:
   1. Review of the Bank’s environmental and social policies’ requirements,
   2. Review of the applicable national legislations, regulations, norms, standards and procedures, including national legal Authorization, Permits and Certificates required prior to actions,

• Review of available reports on the project including the project appraisal reports, the Loan/grant agreements, Environmental and Social Management Framework (ESMF) for the program, site specific environmental and social impact assessment reports, resettlement action plan reports, construction environmental and social management plans, the quarterly E&S Safeguards implementation and monitoring reports, any relevant documentation and records available and necessary for the assessment of the project E&S performance,

1. Determining and agreeing on the scope, methodology and specific set of criteria for the compliance audits with the AWWDA,
2. Evaluation of the actual capacity for managing and monitoring implementation of agreed mitiga- tion measures and related E&S safeguards documents applicable to the project,
3. Holding consultation(s) with the relevant regulatory agencies and stakeholders on the status of the project with respect to identified E&S risks and impacts as well as planned and implemented mitigation measures as per the required legal permits and regulations as well as meeting interna- tional best practices as per the Multilateral Environmental Agreements,

• Carrying out project site inspections to assess project implementation activities including manage- ment of contractors and related environmental and social risks and
• Carry out an analysis of the long-term project’s environmental and social sustainability and rec- ommend corrective measures required for long term

3. The consultancy services will be carried out over a period of 24

4. Athi Water Works Development Agency now invites eligible consulting firms (“Consultants”) to Express their In- terest in providing the Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
5. At least five (5) years experienced in environmental and social audit in water and sanitation proj- ects including large infrastructure construction
6. Should be registered with the National Environment Management Authority (NEMA) and should be having valid practicing
7. Experience in preparing and/or managing the implementation of the Environmental and Social Impacts Assessment (ESIAs), Environmental and Social Management Plans (ESMPs), Environmen- tal and Social Management Frameworks (ESMFs), Resettlement Action Plans (RAPs) of projects financed by AfDB or other
8. Experience in Occupational Health and Safety Audit of large infrastructure construction projects including water and
9. Experience in carrying out similar assignments in Kenya

5. Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications and experience

6. A Consulting will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Consultant Guidelines
