CONSULTANCY SERVICES FOR DESIGN AND CONSTRUCTION SUPERVISION OF KENYATTA NATIONAL HOSPITAL INFECTIOUS DISEASES UNIT

The Government of Kenya, through the (MOH) with support from the World Bank, is implementing the COVID-19 Health
Emergency Response Project (C-HERP). The Project aims to support the Government of Kenya’s efforts to prevent, detect and
respond to the threat posed by COVID-19 and strengthen National Systems for Public Health Preparedness and intends to apply
part of the support to this Consultancy Service.
1. The Ministry of Health hereby invites eligible local consultants to Express their Interest in providing the Services described
above. This Request for Expressions of Interest is open to Consultant Firms or Consulting Firms in a Joint Venture.
2. The Ministry of Health intends to shortlist consultants to provide consulting services (the Services) to design and supervise
construction of Kenyatta National Hospital Infectious Diseases Unit. The assignment will be carried out in two phases; Phase
I for 6 months and Phase II 18 months. Detailed Terms of reference for the assignment can be obtained from the Ministry
of Health website www.health.go.ke or in the Public Procurement Information Portal www.tenders.go.ke.
3. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant
experience to perform the Services. The shortlisting criteria on required qualifications and experience of the firm are:
Dully registered as evidenced by Certificate of Incorporation/Registration of the firm (Joint Ventures to attach all
firms’ certificate).
Tax Compliance (attach valid tax compliance certificates of the firm/Joint Ventures to attach all firms certificate)
That the firm or an individual in the firm has not been sanctioned by the Public Procurement Regulatory Authority
or are under a suspension or a debarment imposed by any other entity of the Government of Kenya, or any
international organization.
Joint venture agreement for firms participating as joint venture.
The consultant to have at least seven years in building and construction consultancy assignments.
Proof of experience in at least three (3No.) projects of similar nature, magnitude and complexity in the last five
years (include contract agreements and reference letters with persons or institutions and contact addresses who
can be contacted on the same). Experience in similar donor funded projects shall be an added advantage.
The consultant to demonstrate that they possess requisite experience in the assignment, including technical and
managerial capability of the firm. (Provide consultant organogram clearly showing technical and managerial
capability of the firm to undertake the assignment)
4. The attention of interested Consultants is drawn to the following provisions that will be highlighted in the Request for
Proposals to be issued to shortlisted firms.
i) The Consultant will be expected to have no conflict of interest with other assignments or its own corporate
interests and acting without any consideration for future work.
ii) The consultant has no personal or business relationship with the Procuring Entity’s senior management or
professional staff.
iii) Government-owned enterprises or institutions of Kenya Government, officials and civil servants and employees
of public institutions are not eligible.
5. The Ministry of Health will evaluate the EOIs submitted and shortlist the best eight EOIs, to whom the Request for Proposals
to carry out the Services shall be issued. A Consultant will be selected as per the Quality and Cost Based Selection (QCBS)
method set out in Procurement Guidelines.
6. Interested Applicants may obtain further information at the office of the Head, Supply Chain Management Services,
Ministry of Health on 5th floor, Afya House, Room No. 514, Cathedral Road, Nairobi during office hours from 0800 to 1700
hours from Monday to Friday. Those who participated previously are encouraged to reapply.
7. Expressions of interest in plain sealed envelope clearly marked with EOI Number and name must be deposited into the
Tender Box located at 1st floor, Afya House, Cathedral Road, Nairobi or sent by courier to the Principal Secretary Ministry
of Health P. O Box 30016 NAIROBI so as to be received on or before Wednesday 7th September, 2022 11:00 Kenyan Time.
EOIs will be opened immediately thereafter at GTZ Boardroom-Ministry of Health Headquarters
