PAYROLL AND PERSONNEL CENSUS AUDIT OF THE COUNTY PUBLIC SERVICE

Name of Assignment: Payroll and Personnel Census Audit of the Homabay County Public Service

The County Government of Homa bay intends to carry out Payroll and Biometric Census Audit of the County Public Service
and implement the resultant recommendations so as to improve the integrity of Human Resource and Payroll Data in order to
enhance efficiency and effectiveness of the county operations.
1. The County Government of Homa Bay has set aside funds in its budget towards the cost of the subject
consulting services.
2. The County of Homa Bay now invites proposals from interested and eligible bidders to provide the following
consulting services for Payroll and Personnel Census Audit of the County Public Service

4. More details on the Services are provided in Section 8 Terms of Reference.
5. This Request for Proposals is OPEN to all interested and eligible HR and Payroll Assurance Firms
6. Bidders are directed to quote each phase separately
7. If a Consultant is a Joint Venture (JV), the full name of the JV shall be used and all members, starting with
the name of the lead member. Where sub-consultants have been proposed, they shall be named. The
maximum number of JV members shall be specified in the DS.
8. A firm will be selected under QCBS method and in a format as described in this RFP, in accordance with the
Public Procurement and Asset Disposal Act 2015, a copy of which is found at the following website:
