1. The Government of Kenya has received financing from the World Bank toward the cost of the [Eastern Africa Regional
Transport, Trade and Development Facilitation Project (EARTTDFP)] and intends to apply part of the proceeds toward
payments under the contract for PROPOSED DEVELOPMENT OF RAPID RESPONSE UNIT (RRU) OFFICES FOR KENYA
REVENUE AUTHORITY IN TURKANA COUNTY.
2. The Kenya Revenue Authority now invites sealed Bids from eligible Bidders for [The Proposed Development of Rapid
Response Unit (RRU) offices in Kainuk, Lodwar and Kakuma in Turkana County] which comprises of Chain link fencing, 2 No.
Guard Houses, An office block to accommodate the following facilities: office space, Main reception, Meeting room, Toilet and
bathroom facilities, Kitchen with dining area, Mothers room, Bulk Printing Room, ICT Data Entry room and ICT Server room,
Station Manager’s Office, Enclosed Car Parking, Accommodation Block – 4No. Accommodation block each housing 4No.
accommodation units, Warehouse with a set up for verification of goods, storage space, CCTV Control Room, Police Post,
Armoury, Cell, Changing Room for Outsourced personnel, Truck parking yard, Vehicle parking yard for light weight vehicles
for staff, Associated mechanical and electrical works, Amenities that will include Borehole with an external water tank, KPLC
Power and Generator/Solar, Drainage System & Sewerage Plant, Provision for Rain water harvesting and storage, Security
and safety design – firefighting and CCTV installations, ICT infrastructure, Pavements and access roads etc.]. Additionally,
construction of a perimeter walling around the office block for the RRU in Kainuk.
3. Bidding will be conducted through National Competitive Procurement using Request for Bids (RFB) as specified in the
World Bank’s “Procurement Regulations for IPF Borrowers” dated July, 2016 – as amended from time to time (“Procurement
Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
4. Interested eligible bidders are invited to attend site visit and pre-bid briefings which are scheduled as follows.

5. An online pre – bid briefing will be conducted on 19th December, 2022 at 11.00am Bidders are required to join using the pre
– bid link provided in the Request for Bids
6. Interested eligible Bidders may obtain further information from Deputy Commissioner, Supply Chain Management, Kenya
Revenue Authority through eprocurement@kra.go.ke and inspect the bidding document during office hours, 9.00 am and
4.00 pm East African Time, everyday excluding weekends and public holidays at the address given below.
7. The bidding document in English shall be downloaded free of charge from KRA’s website: www.kra.go.ke
8. Submission of bids shall strictly be done through the KRA E-Procurement Portal. Prospective bidders should register on KRA’s
website; www.kra.go.ke by clicking on “New Supplier Registration” found under the E – Procurement Tab. For assistance on the
supplier portal or registration, visit any KRA Procurement Office countrywide or email: srmsupport@kra.go.ke. Completed bids
are to be saved as PDF files named with the relevant tender description and submitted in the KRA E-procurement Web Portal
so as to be received on or 10th January, 2023 at 1100 Hrs. Note: Submission should strictly be done to KRA E-Procurement
Portal. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to
attend at the address below on 10th January, 2023, at 1100 Hrs.
9. All Bids must be accompanied by a Bid Security valid for 180 days from the date of tender closing. The amount of bid security
required per lot is Kenya Shillings One Million (KES 1,000,000.00) or an equivalent amount in a freely convertible currency.
The physical original bid security is to be submitted in the Bid Security Box on the Ground Floor of Times Tower Building. Late
bid security will be rejected and thus invalidating the respective bid. Bids will be opened electronically promptly after closing
time and Bidders or their representatives are welcome to witness the opening on 21st Floor, Times Tower Building 1100hrs
EAT time on 10th January, 2023.
10. All Bids must be accompanied by a Sexual Exploitation and Abuse (SEA) and/or Sexual Harassment (SH) Declaration.
11. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s
beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in
the bidding document.
