CONSULTANCY SERVICES FOR PUBLIC RELATION AND MEDIA OUTREACH FOR THE STATE DEPARTMENT FOR WATER AND SANITATION

1. Background
The Ministry of Water, Sanitation and Irrigation through the newly created State
Department for Water and Sanitation seeks to enhance and broaden its communication
function with the sectors stakeholders by intensifying sharing information
on its mandate within the Government. There is increased need for collaboration
and sharing of the success stories on the many projects being undertaken by the
Ministry as outlined in the Executive Order No. I of 2022 which sets the mandate
as follows:
• Water Resources Management Policy and Standards;
• Water Catchment Area Conservation, Control and Protection;
• Water and Sewerage Services Management Policy;
• Waste Water Treatment and Disposal Policy;
• Water Quality and Pollution Control;
• Sanitation Management;
• Management of Public Water Schemes and Community Water Projects
• Water Harvesting and Storage for Domestic and Industrial Use
• Water Storage and Flood Control Management;
The operationalization of the mandate is hinged on the following legal instruments
which need to be explained to the public and relevant sector stakeholders:
• Water Act 2016
• Sessional Paper No. 1 of the National Water Policy 2021
• KEWI Act 2001
• Hydrologists Act 2017
• Legal Notice No. 252 of 18th December, 2015
• Relevant Strategies
• Guiding Regulations
2. Objectives of the PR Consultancy
To support Public Relations & Media outreach work and ensure the visibility of the
projects under its mandate, the State Department for Water and Sanitation intends
to engage the services of a duly registered Public Relations and Media Consultancy
firm not only qualified and experienced in publicity, but competent in Developing
Communication Strategies, Communication Plans and conveying in an appropriate
fashion to local and international media outlets.
Objectives of the assignment
The objective of the assignment is to:
a) Provide requisite analytical support to the State Department for Water and
Sanitation to understand the relevant stakeholder expectations, geographical
mix along with positioning strategies and provision of highlights of the
projects under implementation
b) Translate the above analysis into an effective communications and engagement
strategy for the State Department, targeted at beneficiaries and the
end users of its services. The engagement strategies would be detailed and
operationalised in the form of brochures, newsletters, top quality presentations,
presentation templates, information memorandums, et al. to help
SDW&S communicate effectively to the public(s).
3. Scope Works and Deliverables
The scope of publicity initiatives will be focused on the following areas of the State
Department for Water and Sanitation’s mandate which include:
• Water Resources Management Policy and Standards;
• Water Catchment Area Conservation, Control and Protection;
• Water and Sewerage Services Management Policy;
• Waste Water Treatment and Disposal Policy;
• Water Quality and Pollution Control;
• Sanitation Management;
• Management of Public Water Schemes and Community Water Projects
• Water Harvesting and Storage for Domestic and Industrial Use
• Water Storage and Flood Control Management;

The scope will specifically include:
• Event organization
• Branding and packaging of Ministry’s projects and programs
• Production of documentaries
• Liaison with media houses
• Liaising with the management and the Deputy Director of Public Communications
to identify suitable topics to produce news items, material for the
website, print and electronic media, to enhance the visibility of the SDWS in
implementation of its mandate both locally and internationally.
• Working with the State Department for Water and Sanitation to support the
preparation of press releases, speeches, and other communications products
which will be identified within the period of the consultancy.
• Ensuring that important Ministry’s functions are well covered in the media
by making appropriate media invites and interventions.
• Providing advice and technical support during showcasing, innovation and
branding events of the State Department for Water and Sanitation
• Tracking, monitoring and reporting on new developments, best practices in
Water and Sanitation sector management on related and relevant national
and international events to promote peerage and knowledge transfer.
• Identifying opportunities for linkages for further public relations work
around the themes of Water and Sanitation with the like-minded stakeholders
in both public and private entities.
4. Interested consulting firms MUST provide among others the following certified
documents:
1. Company Profile
2. Certificate of Registration/Incorporation
3. Current CR 12
4. Valid Tax Compliance Certificate
5. Latest 3 years audited financial statements (2022, 2021 and 2020)
6. Power of Attorney
7. Valid Business Permit
5. Firms may associate with other firms in the form of joint venture or
sub-consultancy to enhance their qualifications.
6. The completed RFP documents, in one (1) original and a copy properly
paginated must be delivered to the Tender Box on Ground Floor, Maji House
or sent to the address below so as to be received on or before 11th February,
2023 at 10.00 am East African time. Bulky tender documents should be registered
in Room 322 Maji House, Nairobi, Ministry of Water, Sanitation and
irrigation Headquarters during normal working hours.
7. The RFP documents deposited at the Tender Box should be clearly marked:

8. Tendering will be conducted through the Quality and Cost Based Selection
(QCBS) procedures specified in the Procurement Laws of Kenya, and is open
to all eligible bidders as defined in the tender Documents.
9. Tenders will be opened immediately thereafter, in the presence of bidders or
representatives who choose to attend and sign a record of attendance.
