INVITATION TO TENDER

The Government of the Republic of Kenya has obtained financing through a loan (Tied Aid Credit) from the Hungarian Government, financed by the Hungarian
Exim Bank, for Design, Build, Equip, Commission and Training of Kabonyo Fisheries and Aquaculture Service and Training Centre of Excellence.

The State Department for Blue Economy and Fisheries, now invites eligible
Hungarian Firms or its joint ventures or consortia to submit their sealed
bids in order to Design, Build, Equip, Install, Train and Commission the
project in accordance with the bidding documents.
Tendering will be conducted under open competitive method (International)
using a standardized tender document. Tender is open to all qualified
and Interested Tenderers from Hungary.
Qualified and interested tenderers may obtain further information and
inspect the Tender Documents during office hours (0800 to 1600 hours) at
the address given below.
The bidding documents shall be available in the State Portal for tenders
www.tenders.go.ke; and Ministry’s Website www.mibema.go.ke; Interested
eligible Hungarian entrepreneurs may download bidding documents
from the websites.
The Tenderer shall prepare ONE original of documents comprising the
Tender (clearly marked ORIGINAL) and TWO (2) copies of documents
comprising the Tender (clearly marked COPY) and Soft Copy.
The Goods and Services included under the scope of the Project must
comply with the requirements of origin established in the Bidding Documents.
All Bids must be accompanied by a Bid Security, denominated in US Dollar
(USD), duly issued by a bank of renowned international repute in the sum
of USD 10,000 valid for a time period of One Hundred and Eighty Two
(182) days from the date of bid opening.

It will be allowed, after being registered as a single company, to Bid in
a Joint Venture or Consortium with other registered or non-registered
Bidders. In this case, before the deadline for obtaining the Bidding
Documents, the Bidders must communicate to the Contracting Authority
and the Hungarian Government to participate in the Bid as a member of
a Joint Venture or Consortium by submitting a Letter of Registration and a
Letter of Appointment of Joint Venture or Consortium. A Bidder participating
on its own or as a member of a Joint Venture or Consortium shall not
be allowed to participate in more than one Bid.
The Tenderer shall chronologically serialize all pages of the tender documents
submitted.
Completed tenders must be delivered to the address below on or before
2nd March, 2023 at 10.00 am East African time
Bids in Plain sealed envelopes, marked with the tender number and
corresponding description to be sent or deposited in the tender box provided
at Maji House, 3rd Floor to be received on or before 2nd March, 2023 at
1000hrs (East African Time). Late tenders will be rejected.

Bids will be opened on 2nd March, 2023 at 1000hrs (East African Time) in
the presence of duly authorized representatives of Bidders wishing to attend
and a representative of the Hungarian Embassy in Kenya. The opening
date for the tenders will be notified to the Hungarian Embassy in Kenya.
