THE DEVELOPMENT OF REAL ESTATE ASSETS THROUGH AN ENGINEERING, PROCUREMENT, CONSTRUCTION AND FINANCING (EPCF) OR ENGINEERING, PROCUREMENT AND CONSTRUCTION (EPC) FRAMEWORK BOTH FOR LOCAL AND FOREIGN COMPANIES.
CPF Financial Services whose office is located in Nairobi-Kenya and being a procurement agent for Local Authorities Pension Trust (LAPTRUST) and the County Pension Fund (CPF) both being pension funds for staff of County Government in Kenya, and other schemes who may appoint CPF to be their agents, invites applications for pre-qualification for the provision of services on turnkey basis for the Engineering, Procurement, Construction and Financing (EPCF); Engineering, Procurement and Construction (EPC) of Small, Medium and Large projects across the country broadly categorized into three groups; Small (KES I Billion and below – Equivalent to 8 Million USD); Medium (above KES I Billion and below KES 2 Billion – equivalent to 8 Million USD – 16 Million USD) and large ( above KES 2 Billion – Equivalent to 16 Million USD).
The projects will cover all property sectors including residential with a focus on affordable housing, commercial (Office and retail), hospitality as well as specialized uses. Eligible firms/companies/Contractors who will have submitted applications and met the requirements stated in this Invitation will be pre-qualified for the upcoming procurement processes and invited to bid (ITB).
SCOPE OF WORK
The work will include:
Provision of construction services in the form of either Engineering, Procurement and Construction (EPC) or Engineering, Procurement, Construction and Financing (EPCF) where the service provider is not only responsible to engineer, procure and construct the project, but is also expected to finance and provide sales services for some of the projects on turnkey basis.

Note: Bidders are allowed to bid for more than one category and submit as one EOI document and must indicate the categories which they have bid.
OBLIGATIONS
CPF Financial Services will not reimburse respondents for the costs incurred for preparing a response, nor does issuance of this EOI obligate CPF Financial Services to award a subcontract or purchase order. If a vendor is found to have made false or misleading claims or statements, obtained confidential information, or received improper assistance, CPF Financial Services reserves the right to reject an EOI submitted by or on behalf of such a vendor.
CLARIFICATION OF SUBMISSIONS
CPF Financial Services may require a respondent to submit additional information.
FACTORS FOR CONSIDERATION
Responders are expected to write an explanation about how they can address each of these areas of interest by CPF Financial Services, which will be used to determine if vendors shall be pre-qualified.
- Ability to provide ALL the mandatory requirements for this EOI.
- Experience in similar works as evidenced by past and current performance records.
- Qualified human resource.
- The vendor is registered and licensed in the host country to perform
- the work outlined above.
- The vendor can prove they have the necessary financial resources to perform the work.
- Illustrative CVs of individuals on staff, or available to the vendor, who can perform the scope of work.
- Three past performance descriptions illustrating relevant experience delivering the required services.
- Key equipment.
RESPONSE FORMAT
Vendors must complete their responses, in English, following the specifications outlined in the EOI application form below. The response format consists of all the sections:
NOTIFICATION PROCESS
Upon receipt and review of proposals, CPF Financial Services will notify successful and unsuccessful bidders at the same time.
MANDATORY REQUIREMENTS
The following mandatory documents must be attached:
- Copy of certificate of incorporation/registration.
- A copy of a current and valid tax compliance certificate.
- PIN certificate.
- Duly signed audited financial statement for the immediate last one year.
- A certified true copy of CR12.
- Certified copy of the bank statement for the period September 1,2021, to December 31,2022.
- Copies of evidence of ownership of the listed key equipment
- Copy of certificate of registration with National Construction Authority i.e., Must be NCAI for all the categories or equivalent of the same for foreign owned companies.
- Complete all the relevant sections of the pre-qualification application form.
- Registration with the relevant Ministries as a contractor for the various works where applicable.
- And any other document as requested in the prequalification document. RESPONSE
SUBMISSION DEADLINE AND COMMUNICATION PROTOCOL
A complete set of pre-qualification documents may be downloaded from our website free of charge, (www.cpf.or.ke -Informationcenter -tenders ). Prequalification documents must be deposited in the Tender Box at Mezzanine Floor of CPF House (Lift lobby) to be received on or before 12th April 2023 at I 1.00 a.m. local time. The duly completed prequalification documents which cannot fit into the Tender Box shall be received only between 8:00am I 1:00 a.m. on the same prequalification deadline day in the Procurement office. All Completed prequalification documents shall be enclosed in plain sealed envelopes, clearly marked with the category of project value being applied for, and be registered and addressed to:
