1. The Ministry of Education has received financing from the World Bank toward the cost of the Kenya Primary Education
Equity in Learning Program and intends to apply part of the proceeds toward payments under Call-off Contracts that may
be awarded under the Framework Contracts (FCs) for Supply, Delivery, Installation and Commissioning of ICT
Equipment in Public Teacher Training Colleges concluded through this RFB Primary Procurement process. The Primary
Procurement to conclude a Framework Contract (s) to award a Call-off Contract(s) will be governed by the World Bank’s
Procurement Regulations. For this contract, the Borrower shall process the payments using the Direct Payment disbursement
method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those
payments, which the contract provides to be made through letter of credit. The Procuring Agency is undertaking the Primary
Procurement with a view to concluding a Framework Contracts for the respective lots. The Procuring Agency is the sole
Employer under the Framework Contracts.
2. The Procuring Agency now invites sealed Bids from eligible Bidders for Supply Delivery, Installation and Commissioning of
ICT Equipment in Public Teacher Training Colleges in accordance with purchasers Requirements for lots in seven (7) regions
as indicated in the Bid Document. The call off contract will be one off for Supply, Delivery, Installation of Local Area Network
and commissioning and of the Equipment.
3. The Framework Contracts to be concluded will be “Single-User. The Single-User entitled to purchase under the Frame –
work Contracts is provided in the Bidding document.
4. The Framework Contracts to be concluded will be a “Single-Service Provider Framework Agreement” for maximum
of TWO lots for which call off contract is concluded.
5. The selection of a FA Service Provider to be awarded a Call-off Contract will be done through a Primary Procurement process
as defined in Framework Contract. However, the conclusion of a Framework Contract shall not impose any obligation
on the Procuring Agency, including participating Employers, to purchase Non-Consulting under a Call-off Contract. The
conclusion Framework Contract does not guarantee that a FC Service Provider will be awarded a Call-off Contract.
6. Bidding will be conducted through National Competitive Procurement using a Request for Bids (RFB) as specified in the
World Bank’s “Procurement Regulations for IPF Borrowers” 4th Edition November 2020 (“Procurement Regulations”), and
is open to all eligible Bidders as defined in the Procurement Regulations.
7. Bidders may submit Bids for one or more lots. However, the maximum number of lots a bidder can award shall be
TWO.
8. The Framework Contracts shall be a Single-Service Provider Framework Contract” from the commencement date
stated in the Framework Contract.
9. The Primary Procurement shall establish a Closed Framework Contract(s).
10. Interested eligible Bidders may obtain further information from Ministry of Education, Supply Chain Management office
a nd inspect the Bidding docum ent during office hours i.e., 0900 to 1700 hours at the address given below Paragraph 13.

The Bidding document in English may be purchased by interested Bidders upon the submission of a written application to
the address below and upon payment of a nonrefundable fee of Kenya Shillings 1,000/= or Download the tender document
for free from the State departments Website. For the bidders that choose to collect the hardcopy they can pay to
the cash office on the 7 th Floor room 731.
12. Bids must be delivered to the address Ministry of Education P.O BOX 30040-00100, Nairobi on or before 12th April,
2023 at 11.00 am. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the
presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below.

There will be a mandatory sites visit between 15th March to 24th , 2023. The institution will issue site visit certificates
