(ONE-ENVELOPE BIDDING PROCESS)
INVITATION FOR BIDS (RFB)

1. The Government of Kenya has received financing from the World Bank toward the cost of the EASTERN
AFRICA REGIONAL TRANSPORT, TRADE AND DEVELOPMENT FACILITATION PROJECT, and intends
to apply part of the proceeds toward payments under the contract for Supply, Delivery and Installation of
Autodesk Architecture, Engineering and Construction Collection (Roads, Bridges and Drainage) Software.
2. The State Department of Roads now invites sealed Bids from eligible Bidders for Supply, Delivery and
Installation of Autodesk Architecture, Engineering and Construction Collection (Roads, Bridges and Drainage)
Software.
3. Bidding will be conducted through national competitive procurement using Request for Bids (RFB)
as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” dated November 2020
(“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
4. Interested eligible Bidders may obtain further information from Public Procurement Information Portal at
www.tenders.go.ke and/or inspect the bidding document during office hours 0900 to 1600 hours at
the address given below:
5. A complete set of bidding document in English may be obtained by interested eligible Bidders by downloading
the bidding document from Public Procurement Information’s Portal at www.tenders.go.ke free
of charge. Bidders who download the bidding document must forward their particulars immediately to
scms@roads.go.ke for record and communication of any tender clarifications.
6. Bids must be deposited into the tender box located on the Ground Floor of Works Building or posted to
the address below so as to be received on or before Thursday 4/5/2023 at 10:00hrs. The bids should be
clearly marked “SUPPLY, DELIVERY AND INSTALLATION OF AUTODESK ARCHITECTURE, ENGINEERING
AND CONSTRUCTION COLLECTION (ROADS, BRIDGES AND DRAINAGE) SOFTWARE for State
Department of Roads: KE-MOTI-321786-GO-RFB” Late bids will be rejected. Bids will be opened
immediately thereafter in the presence of Bidders’ representatives, who choose to attend at the 9th Floor
Boardroom, Works Building, Nairobi on 4/5/2023.
7. All bids must be accompanied by bid security in form of a Bank Guarantee of Kenya shillings Five Hundred
Thousand (KES. 500,000) or equivalent in a freely convertible currency) which must remain in full force
and effect up to and including 28 days after the date of expiration of the Bid validity.
8. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on
the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial
Ownership Disclosure Form as included in the bidding document.
