REQUEST FOR EXPRESSION OF INTEREST

FOR FIRMS TO UNDERTAKE CONSULTANCY SERVICES FOR DESIGN OF ICT ENTERPRISE ARCHITECTURE

  1. Project Background

The Kenya Power and Lighting Company PLC (KPLC) owns and operates the electricity distri- bution system in the country and sells electricity to over 9 million customers. Our vision is to be Kenya’s energy solutions provider of choice by providing quality and reliable service to power people for better lives and enable the country’s socio-economic development in a sustainable manner.

 

  1. Objective of the Assignment

The overall objective of the assignment is to deliver a modern ICT Enterprise Architecture which will inform KPLCs Digital Transformation which is a key pillar in our Corporate Strategy.

 

  • Scope of Work:

The consultancy will include the following activities:

  1. Conduct a detailed evaluation of KPLCs IT, OT and Telecommunications domains including systems, infrastructure, policies and processes
  2. Design and implement information repositories based on international best practice and governing frameworks
  3. Documentation of KPLCs current IT, OT and Telecommunication domains in the information repositories developed in 2 above
  4. Conduct workshops with stakeholders and users to determine current challenges and proposed areas of improvement
  5. Review the corporate strategic plan, policies, processes and performance to determine KPLCs short, medium and long term objectives
  6. Undertake a detailed benchmarking study of at least 2 top performing power distribution companies with a minimum of 2 million subscribers each and operating in similar environ- ments
  7. Undertake a detailed gap analysis based on all the information gathered in the reviews, benchmarking and stakeholder engagements
  8. Prepare a comprehensive ICT Enterprise Architecture for KPLC that enables it to achieve its short, medium and long term objectives
  9. Training and development of at least 5 KPLC ICT staff to efficiently and effectively manage

the ICT Enterprise Architecture during and after the consultancy

 

  1. ELIGIBILITY AND QUALIFICATION CRITERIA

Kenya Power is now seeking through this Expression of Interest (EOI), to shortlist suitably qualified bidders for Design of ICT Enterprise Architecture. The submission of an EOI will not constitute a bid, however Kenya Power will solely use the information to complete its shortlisting exercise and thereafter in the preparation of a Request for Proposal (RFP) document for the prequalified bidders.

  1. Suitably qualified local and international firms are eligible to bid either individually or
  2. Where firms bid jointly, proof of their collaboration in the assignment will be required along with a declaration that each firm is only involved in one bid for this assignment
  3. The local component of the assignment should not be less than 30% of the value of the

contract

  1. Bidders must meet the following minimum requirements
    1. Bidder should have been in consulting and advisory services either individually or jointly for at least 10 years prior to commencement of the assignment
    2. In-depth ICT consulting and advisory experience for at least two (2) power distribu- tion companies with at least 2 million customers each
    3. Successfully developed ICT Enterprise Architecture for at least four (4) companies each with an annual turnover equivalent to US$ 100 million in the last 5 years
    4. At least two (2) staff for this assignment with a minimum of 10 years experience in developing ICT Enterprise Architecture in large organisations
    5. At least two (2) staff for this assignment with a minimum of 5 years experience in consulting and advisory services to power distribution companies
  2. Bidders must provide detailed documentary evidence of their eligibility and qualifications

including:

  1. Company profile for each organisation involved in the bid
  2. Audited financial statements for last three (3) years
  3. Project proposals, contracts, purchase orders and commissioning documents as

proof of their general and specific experience as detailed in 4 above

  1. Detailed CVs for key personnel who will undertake this assignment and their specif- ic experience as detailed in 4 above
  2. Partnership or joint venture agreements where applicable

This invitation for Expression of Interest shall lead to the shortlisting of bidders who meet the above minimum requirements. The shortlisted firms will then be invited through a Request for Proposal (RFP) to submit both technical and commercial proposals to carry out the assignment.

Completed Expression of Interest are to be submitted in electronic format on the KPLC’s E-procurement portal in PDF format on or before the due date and time published on the portal. Bidders are required to visit the portal and KPLC’s website (www.kplc.co.ke) from time to time for revised closing dates and addendums. Prospective bidders should register for E-Procurement to enable them access the KPLC portal under” New Supplier Registration” found under the Tenders Tab. The Tender is to be submitted ONLINE on or before 16th May 2023 at 10.00 a.m. East Africa time.

 

Bids will be opened electronically promptly after closing time and Bidders or their representatives are welcome to witness the opening at the Stima Plaza Auditorium.
