INVITATION TO TENDER
DESIGN AND DEVELOPMENT OF A WEB BASED LEGAL INFORMATION MANAGEMENT SYSTEM (LEMIS)
1. The Kenya Bureau of Standards(KEBS) invites sealed tender for the DESIGN AND DEVELOPMENT OF
A WEB BASED LEGAL INFORMATION MANAGEMENT SYSTEM (LEMIS).

2. Tendering will be conducted under open competitive method (National Tender) using a standardized tender
document. Tendering is open to all eligible, qualified and interested Tenderers.
3. Qualified and interested tenderers may obtain further information and inspect the Tender Documents
during office hours from Procurement Office at KEBS Centre, Popo Road, Off Mombasa Road,
Behind Bellevue Cinema Nairobi, on normal working days between 9.00 a.m. and
00p.m EAT.
4. A complete set of tender document may be purchased or obtained by interested tenders upon payment
of a non- refundable fees of (1,000 Kenya shillings) in cash or Banker’s Cheque and payable to the
address given below.
5. Clarification of tender document A prospective tenderer requiring any clarification of the tender document
may notify KEBS in writing through;

to facilitate any further clarification or addendum.
6. All Tenders must be accompanied by an original bid bond from a commercial bank listed under CBK of 2% of
the tender sum and valid for 212 days from the date of tender opening.
7. The Tenderer shall chronologically serialize all pages of the tender documents submitted.
8. Completed tenders must be delivered to the address below:

9. Electronic Tenders will not be permitted.
10. The Tender will be opened immediately after the deadline date and time specified above or any dead
line date and time specified later. Tenders will be publicly opened in the presence of the Tenderers’
designated representatives who choose to attend at the address below.

11. Late tenders will be rejected.
