CONSULTING SERVICES – FIRMS SELECTION

END TERM EVALUATION OF THE 2018-2022 STRATEGIC PLAN; AND DEVELOPMENT OF 2023-2027 STRATEGIC PLAN FOR THE REGIONAL CENTRE ON GROUNDWATER RESOURCES (RCGW)

1. The Government of the Republic of Kenya (GoK), through the Ministry of Water, Sanitation, and Irrigation (MoWSI), has received financing from the International Development Association (IDA) of the World Bank Group toward the cost of the HORN OF AFRICA GROUNDWATER FOR RESILIENCE PROJECT (HOAGW4RP)and intends to apply part of the proceeds towards Consultancy Services for END TERM EVALUATION OF THE 2018-2022 STRATEGIC PlAn; AND DEVELOPMENT OF 2023-2027 STRATEGIC PLAN FOR THE REGIONAL CENTRE ON GROUNDWATER RE­SOURCES (RCGW), tender No. MOWSI/SDWS/HoAGW4RP/001/2023-2024 (KE-MOWI-352012-CS-CQS)
2. The main objective of this consultancy is to undertake an end term evaluation of the current strategic plan of the Re­gional Centre on Groundwater Resources (RCGW) to ascertain the achievements, progress and results that have been made over the five-year strategic period (2018-2022) and develop a five-year strategic Plan (2023-2027) to guide the Centre in implementing its mandate and operations
3. The duration of the consultancy services will be for a period of four (4) months.

5. The Ministry of Water, Sanitation and Irrigation, State Department for Water and Sanitation now invites eligible con­sulting firms (“Consultants”) to express their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short-listing criteria are:
6. i)Relevance and suitability of the applicant’s core business to the assignment.
7. ii)The consultancy firm should demonstrate experience of five (5) years and above in development and review of strategic plans and related capacity building activities

iii)    Should have accomplished at least five evaluations and development of strategic plans, three of which should be from Government related institutions. Supporting documents in form of Signed contracts/Local Service Orders and Completion certificates will be required to show proof of undertaking the assignments

1. iv)Demonstrated technical, managerial, administrative and financial capabilities of the firm.

6. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 and revised in October 2017, August 2018 and Novem­ber 2020 setting forth the World Bank’s policy on conflict of interest.
7. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
8. A Consultant will be selected in accordance with the Consultants Qualification Selection (CQS) method set out in the Procurement Regulations.
