CONSULTING SERVICES – INDIVIDUAL CONSULTANT SELECTION (ICS)

SENIOR GROUNDWATER TRAINING AND CAPACITY BUILDING ADVISOR

1. The Government of the Republic of Kenya (GoK), through the Ministry of Water, Sanitation, and Irrigation (MoWSI), has received financing from the International Development Association (IDA) of the World Bank Group toward the cost of the HORN OF AFRICA GROUNDWATER FOR RESILIENCE PROJECT (HOAGW4RP)and intends to apply part of the proceeds towards Consultancy Services for INDIVIDUAL CONSULTANT SELECTION – SENIOR GROUNDWA­TER TRAINING AND CAPACITY BUILDING ADVISOR Tender No: MOWSI/SDWS/HoAGW4RP/005/2023-2024 (KE-MOWI-348622-CS-INDV)
2. The Senior Groundwater Advisor will be responsible for providing overall technical oversight, quality assurance and capacity building in the day-to-day implementation of the project activities of the Horn of Africa Groundwater for Resilience at the Regional Centre on Groundwater Resources
3. The duration of the consultancy services will be for a period of twelve (12) months with possibility of renewal upto a maximum of twenty four (24) months.

5. The Ministry of Water, Sanitation and Irrigation, State Department for Water and Sanitation now invites eligible indi­vidual Consultants (“Consultants”) to express their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short-listing criteria are:
6. i)A minimum of a Master’s degree in Hydrogeology, Geophysics, Water Resources Management, or related field from a recognized university with a minimum of 10 years of experience in integrated water resources manage­ment projects
7. ii)A registered professional member with good standing by the Geological Society of Kenya (GSK)

iii)    A licensed geologist with good standing by the Geologist Registration Board (GRB)

1. iv)Extensive experience with a minimum of five (5) projects in groundwater training and capacity building including integrated water resources management
2. v)Demonstrate experience in groundwater mapping and climate change adaptation
3. vi)Proven experience in the implementation of at least 3 projects that incorporated groundwater economic and financial instruments for sustainable development goals for examples risk management, trading, corporations and conflict management or pricing schemes

vii)  Extensive experience having completed at least 10 projects on Kenyan water resources governance and manage­ment

viii)  Extensive experience in multi stakeholder engagements and forums

1. ix)Excellent data analysis and reporting skills
2. x)Excellent communication skills
3. xi)Good leadership and interpersonal skills

xii)   Ability to follow strict time frames

xiii)  Experience working with diverse cultural and skills background

6. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 and revised in October 2017, August 2018 and Novem­ber 2020 setting forth the World Bank’s policy on conflict of interest.
7. A Consultant will be selected in accordance with the Approved Selection Methods for Individual Consultants as set out in the Procurement Regulations.

9.
