The Kenya Power and Lighting Company PLC is an electricity distributor in Kenya. The company currently
owns and operates the distribution network across the country.
In pursuit of its vision to deliver excellent services to all the sectors of the economy and to differentiate its
offerings, Kenya Power is exploring innovative retailing models for electricity within designated selected
high density settlement areas who have hitherto not been adequately served.
The company intends to develop and implement, in conjunction with pre-qualifi ed Entity/Entities or Agency/
Agencies a defi ned model to supply clean and safe electricity in a sustainable manner within the informal
settlements. The intended model will primarily operate within regulated tariffs, prescribed network
standards and within the provisions of the Energy Act, 2019. The model will see introduction of electricity
retail Entities/Agencies within the identifi ed settlement areas. The expected benefi ts will be, among others,
improved service delivery and public safety within the selected areas.
Kenya Power is now seeking for suitable Entities/Agencies through this Expression of Interest (EoI), which
will be used to identify and prequalify retail Agents or Partners and will solely use the information for
completing its prequalifi cation exercise and thereafter in the preparation of a Request for Proposal (RFP)
document, which will be issued to the Pre-qualifi ed retail partners for the following Lots:

The retail Entities/Agencies must provide adequate information regarding their Company Profi le, Qualifi cation
and Competence to undertake such a project. In support of their Expression of interest, Entities/Agencies
are required to provide a proposal on how they will undertake the project, at a minimum, the division of
roles between KPLC and their entity which should at a minimum include:
1. Construction of medium and low voltage network
2. Maintenance of medium and low voltage network
3. Installation of meters or sub-meters
4. Revenue collection whether through sub-meters or meters
5. Enforcement of power safety standards and security of installations
6. Customer service and stakeholder engagements
Entities/Agencies are additionally required to respond on their preferred mode of compensation whether
through bulk purchase of power and resale or commission on energy sales.
In addition, they must meet the following minimum requirements;
i. They must have in their employment relevant and demonstrable experience in design, implementation
and maintenance of medium and low voltage power distribution network.
ii. They should provide ownership documents of their company and consortia members where applicable.
This should include certifi cate of incorporation, benefi cial shareholder information, VAT
Certifi cate and Tax Compliance Certifi cate.
The Entities/Agencies may associate with other fi rms, but should indicate clearly whether the association is
in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the
joint venture shall be jointly and severally liable for the entire contract, if selected.
This invitation for Expression of Interest shall lead to the Pre-Qualification of eligible Entities/Agencies. The
pre-qualifi ed Entities/Agencies will then be invited through a Request for Proposal (RFP) to submit both
technical and commercial proposals to carry out the assignment.
Completed Expression of Interest are to be submitted in electronic format on the KPLC’s E-procurement
portal in PDF format on the due date and time published on the portal. Prospective Entities/Agencies are
required to visit the portal and KPLC’s website (www.kplc.co.ke) from time to time for revised closing dates
and addendums. Prospective Entities/Agencies should register for E-Procurement to enable them access
the KPLC portal under” New Supplier Registration” found under the Tenders Tab. The Expression of interest
is to be submitted ONLINE on or before 18th October, 2023 at 10:00 am East African Time.
Expression of interest will be opened electronically promptly after closing time and representatives are
welcome to witness the opening at the Stima Plaza Auditorium.
Entities/Agencies representatives who wish to witness the opening of the expression of interest may do so
on 18th October, 2023 at 10.30 hours East African Time
