REQUEST FOR EXPRESSIONS OF INTEREST INDIVIDUAL CONSULTANT SELECTION (ICS) 

ASSIGNMENT TITLE: DEVELOPMENT OF CITIZEN ENGAGEMENT STANDARDS

The Water Services Regulatory Board (WASREB) regulates the provision water services as mandated
under section 72 of the Water Act 2016. An integral part of the Board’s mandate is to protect the interests
and rights of consumers in the provision of water services. Specifi cally, section 72(1)(j) of the Water Act
mandates the board to establish a mechanism for handling complaints from consumers regarding the
quality or nature of water services.
The Government of the Republic of Kenya has received fi nancing from the World Bank towards the cost
of the Water and Sanitation Development Project (WSDP) and intends to apply part of the proceeds for
Consultancy Services for Development of Consumer Engagement Standards. As such, the Board intends
to identify and engage a qualifi ed consultant to develop consumer engagement standards for water
services provision.
1. The specifi c objectives of the assignment are:
i. To develop consumer engagement standards.
ii. To develop performance indicators for quantifying and ranking consumer engagement
across the water and sanitation service chain
iii. To develop a tool for performance assessment of utilities based on the indicators identifi
ed in (ii) above.
2. The duration of the assignment is six (6) months.
3. The detailed Terms of Reference (TOR) for the assignment can be obtained at the address given
on 10 below.
4. The desired consultant must be in possession of the following qualifi cations and experience: –
a) Master’s degree in Social Sciences, Development Studies, Economics, Project Management,
Information Science, Communication or other relevant fi elds
b) At least 10 years of professional progressive relevant and practical experience in the
area of development planning/management involving multi-stakeholder engagement
processes
c) Experience in designing of feedback loops, evaluation and implementation of citizen
engagement mechanisms
d) In-depth understanding of the water and sanitation sector in Kenya, including an
understanding of the policy, regulatory and service provision environments
e) Demonstrated knowledge in monitoring and evaluation
f) Experience in working within a devolved governance structure
5. The Water Services Regulatory Board (WASREB) now invites eligible consulting Individuals
(“Consultants”) to express their interest in providing the Services. Interested Consultants should
provide information demonstrating that they have the required qualifi cations and relevant experience
to perform the Services.
6. The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines:
Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World
Bank Borrowers January 2011, revised July 2014 (“Consultant Guidelines”), setting forth the World
Bank’s policy on confl ict of interest.
7. The Consultant will be selected in accordance with the Individual Consultant Selection (ICS)
method set out in the Consultant Guidelines.
