REQUEST FOR PROPOSAL (RFP)
RFP No. OCOB/RFP/001/2023-2024 
1.1 Office of the Controller of Budget invites proposals from interested consultants for
Request for Proposal for Provision of Mortgage and Car Loan Scheme Financing and Administration
RFP NO. OCOB/RFP/001/2023-2024.
1.2 Interested eligible candidates may obtain further information from Agency’s website,
www.cob.go.ke or inspect the tender documents at the Supply Chain Management Office, Bima House,
9th Floor, Harambee Avenue P.O. Box 35616 – 00100 Nairobi during normal office working hours.
(8:00 am – 1:00 pm, 2:00 pm – 5:00 pm).
1.3A complete set of tender documents may be obtained by interested candidates upon payment of the
non-refundable fee of Kshs. 1,000.00 or can be downloaded from Office of the Controller of Budget
Website www.ocob.go.ke free of charge. Bidders who download the documents MUST register their
details with the Agency using the following email address: ikumubc@cob.go.ke or
khatiebihm@cob.go.ke
1.4 Prices quoted should be net inclusive of all taxes, must be in Kenya shillings and shall remain valid
for 120 days from the closing date of the tender.
1.5 Completed proposal documents are to be enclosed in plain sealed envelopes marked with proposal reference
number and description and deposited in the Tender Box “Provision of Mortgage and Car Loan Scheme
Financing and Administration RFP NO. OCOB/RFP/001/2023-2024 with the instructions “Do Not
Open Before Thursday, 12th October, 2023 at 11.00 am (East Africa Time)” and addressed to:

P.O. Box 35616 -00100 Nairobi.
Must be deposited in the tender box provided at Office of the Controller of Budget, Harambee
Avenue 12th Floor to be addressed to, Controller of Budget, P.O Box 35616 – 00100, Nairobi to be received
on or before Thursday, 12th October, 2023 at 11.00 am (East African Time). Late tenders will be rejected
no matter the circumstances.
