REQUEST FOR EXPRESSIONS OF INTEREST INDIVIDUAL CONSULTANT SELECTION (ICS)
Kenya National Innovation Agency (KeNIA) is a government agency established under the Science,
Technology and Innovation Act with the overarching mandate of developing and managing the national
innovation system.
The Agency is seeking services of a consultant to develop an institutional entrepreneurial maturity framework.
1.
The main objectives of this assignment are:
i. To design and develop an entrepreneurial institutions maturity framework.
ii. To design and develop a self-assessment toolkit and peer evaluation toolkit, drawing
from the entrepreneurial institution’s maturity framework.
iii. Design and oversee the rollout of the entrepreneurial universities leader’s master
class.
iv. To facilitate self-assessment of at least 12 institutions using the self- assessment toolkit
and based on the maturity framework.
v. To facilitate the development of institutional improvement plans based on the self-as
sessment reports.
vi. To collect data, analyse it and prepare a report on the initial self-assessment and peer
evaluation exercise.
vii. To hold a webinar presentation to report on the findings from the self-assessment and
peer evaluation conducted.
2. The duration of the assignment is six (6) months.
3. The desired consultant must be in possession of the following qualifications and experience: –
i. A master’s degree in an area related to business strategy development, and/or organizational
development.
ii. Have a minimum five (5) years of professional progressive relevant and practical
experience working directly with governments and institutions of higher learning.
iii. Proven experience in working with stakeholders in the High learning sector.
iv. Proven experience and ability to produce reports, papers on technical issues and to
strategic and policy framework related documents.
v. Computer skills and familiarization of commonly used software
vi. Registration with professional body/society in Kenya or equivalent with currently valid
membership and valid annual practicing licensing (if applicable)
vii. Strong interpersonal and communication skills.
viii. A demonstrated high level of professionalism and an ability to work independently
and in high pressure situations under tight deadlines.
4. The Kenya National Innovation Agency now invites eligible consulting Individuals
(“Consultants”) to express their interest in providing the Services.

(www.tenders.go.ke) Interested and eligible bidders should download the EOI document from
the above websites free of charge and immediately email their names and contact details to:
procurement@innovationagency.go.ke for records and communication of any tender clarifications
or addenda.
6. Completed EOI documents are to be enclosed in plain sealed envelopes clearly marked with Tender
Number and Description and be deposited in the Tender Box situated outside Kenya National
Innovation Agency offices at NACOSTI Plaza, ground floor, off Waiyaki Way, Nairobi on or before
18th October 2023 at 11:00 a.m. or be addressed to reach: – Chief Executive Officer (CEO)
