PROCUREMENT OF SERVICES: DEVELOPMENT OF WEB-BASED TRAINING MODULES ON DATA AND INFORMATION SECURITY
The Deutsche Gesellschaft fir Internationale Zusammenarbeit [GIZ] GmbH, is a federal owned international cooperation enterprise that implements German development policy objectives around the world. The Digital Transformation Center [DTC] Kenya is a GIZ programme commissioned by the Federal Ministry for Economic Cooperation and Development [BMZ] and the European Union [EU]. It has the objective to support the country in its transition towards improvement of the digital transformation for sustainable economic development. DTC jointly with its partners from government, civil society and the private sector builds capacities for a locally owned digital transformation through shared learning and knowledge exchange, targeted advisory services and training.
DTC comprises the three components Digital Government, Data Protection and Digital Economy. Part of the Digital Economy Component which again is the Data Economy Flagship. This is an initiative to promote the development of a data-driven economy in GIZ partner countries, such as Kenya. By promoting a human-centered data-driven economy for social, environmental, and economic development, the Data Economy Flagship intends to address specifically the needs of public sector partners.
Through this action, Data Economy intends on one hand, to strengthen data awareness as well as to increase data competencies for the local ecosystem, thus contributing to filling the capacity gap in the fields of data and Information security. The Data and Information Security Training is to be understood as a basic module, which lays the groundwork for understanding the importance and sensitivity of data. Based on this, the contractor will be expected develop an advanced module on Data Economy.
Data economy refers to the value creation resulting from data use and sharing. It involves leveraging data.to drive innovation and create new economic opportunities. Public sector officials play a critical role in the data economy by promoting policies that enable businesses and individuals to access and use data to foster innovation and growth. It is important for public sector officials to understand the key concepts for the concepts for the Data Economy as this has various benefits.
The contractor contributes to the achievement of the project targets by developing and translating the online modules. The contractor will support in the development of the curriculums in close coordination with GIZ and integration of content on a web based LMS platforms. Interested companies must provide verifiable proof of qualifications and experience in similar/ related services. The tenderer is also requested to provide a summary assessment of the team proposed and must specify their positions, tasks and qualifications for each expert.
