INVITATION TO TENDER
TENDER FOR SUPPLY, DELIVERY, INSTALLATION AND MAINTENANCE OF A SIM BOX DETECTOR.
1. The Communications Authority of Kenya (CA) is the regulatory authority for the ICT industry in
Kenya with responsibilities in telecommunications, cyber security, e-commerce, broadcasting and
postal/courier services. CA is also responsible for managing the country’s numbering and
frequency spectrum resources, administering the Universal Service Fund (USF) as well as
safeguarding the interests of users of ICT services.
2. CA invites sealed tenders for supply, delivery, installation, training and maintenance of a SIM
Box Detector as detailed under the tender requirements in the tender document.
3. Tendering will be conducted under open national competitive method using a standardized tender
document.
4. Qualified and interested tenderers may obtain further information and inspect the Tender
Documents during office hours 0900 to 1500hrs at the address given below.
5. A complete set of tender documents may be purchased or obtained by interested tenders
upon payment of a non- refundable fees of Kshs. 1,000 payable to Communications Authority
of Kenya.
6. Tender documents may be viewed and downloaded electronically free of charge from
http://w.w.w.ca.go.ke/open-tenders or Public Procurement Information Portal (PPIP) supplier
portal http://www.tenders.go.ke/website/tenders/index Tenderers who download the tender
document must forward their particulars immediately to tenders@ca.go.ke, to facilitate any
further clarification or addendum.
7. The Tenderer shall chronologically serialize all pages of the tender documents submitted in the
sequence of 1,2,3…. n(n being the last numerical page of the tender document)
8. All Tenders must be accompanied by a duly filled and signed tender securing Declaration Form
valid for a period of 210 days from date of tender opening
9. Dully completed tenders in a plain sealed envelope marked “TENDER FOR SUPPLY,
DELIVERY, INSTALLATION AND MAINTENANCE OF A SIM BOX DETECTORCA/SCM/OT/25/2023-2024”

must be delivered to the address below on or before 6th December
2023 at 10:30 am East African Time.
10. Tenders will be opened immediately after the deadline date and time specified above or
any dead line date and time specified later. Tenders will be publicly opened in the presence
of the Tenderers’ designated representatives who choose to attend at the address below.
11. Late tenders will be rejected.
