PROPOSED CONSTRUCTION OF WORKSHOP BLOCK PHASE I 2024 – UJTVC

UGUNJA TECHNICAL AND VOCATIONAL COLLEGE TENDER MARCH 2024 

1. Ugunja Technical and Vocational Training College is a public institution managed by the
National Government of the Republic of Kenya through the Ministry of Education, State
Department of Vocational and Technical Training. It is one of the seventy (70) Technical
and Vocational Colleges (TVCs) established by the Government in partnership with the
National Government Constituency Development Fund (Ugunja) in 2020, to meet the
demands of rapid technological advancements in the TVET subsector and global market
trends.
2. Ugunja TVC is duly registered under Sections 17 to 20 of the Technical and Vocational
Training and Education Act No 29 of 2013 with a vision of being a transformative centre
of excellence in technical and business areas of training. The college is located in Ugunja
Sub County within Siaya County of Nyanza Region in the Republic of Kenya. The
geographical location of the school is on Latitude 0.182304” North and Longitude
34.296658” East.
3. The college is marked as a centre of excellence in Mechanical Engineering and is already
equipped. Further, the college offers Technical and Business courses that are
competence based.
4. The college intends to construct, to completion, a Workshop Block Phase I within the
college compound.
5. In this regard, therefore, prospective, eligible and interested contractors are hereby
invited to participate in the bidding process for the aforesaid construction works. Only
those who meet the following requirements will be considered;
i) The tender is signed by the person with power of attorney, without material deviation,
reservation or omission
ii) There is letter granting power of attorney to sign the contract, signed by the Majority
Shareholder addressed to the Appointee who must provide an acceptance of the
same. A director shall not appoint him/herself
iii) Tenderer must be a legally registered entity
iv) If tenderer is a Joint Venture, it must be properly constituted

v) A Valid Tax compliance Certificate
vi) Goods, materials, equipment must be from eligible countries (Countries not
considered enemy states to Kenya)
vii) A Tender Security/Tender Bond (Unconditional Demand Bank Guarantee) of Kshs
95,000/= valid for 140 (One Hundred forty) days
viii) A tenderer who has adequate relevant experience in similar works
ix) Tenderer who has not been debarred by PPRA or any other recognized institution
x) Tenderer which is commercially autonomous Kenyan state owned Enterprise
xi) Tenderer who has no conflict of interests
xii) Tenderer which has met all scope of requirements and specifications without any
material deviations, reservations or omissions
xiii) Tenderer which is not insolvent, in receivership, bankrupt or in the process of being wound up
xiv) The tenderer who has appropriately filled the Tender Form and related documents
xv) Tenderer who shall have met all other conditions and requirements as contained in
the Standard Bidding Document
6. Interested Eligible bidders may obtain further information from the Principal, Ugunja
Technical and Vocational College from 0900 to 1600 hours East Africa Time on Mondays
to Fridays except during lunch break between 1300 hours and 1400 hours, weekends
and Public Holidays
7. The bidding document may be viewed and purchased from the school at a nonrefundable fee of KES 1,000/= or downloaded by interested bidders free of charge from
www.ugunjatvc.ac.ke and www.tenders.go.ke. Bidders who access the document online
should submit their details to info@ugunjatvc.ac.ke to be captured in the tender issue
register
8. Bids must be delivered to the address below on or before 1000 hours on the date stated
above and deposited in the tender box located at the entrance to the Principal’s office.
The bid in plain sealed envelopes should be clearly marked “Proposed Construction
of Workshop Block Phase I”. Late bids will be rejected and returned unopened. Bids
will be publicly opened immediately thereafter in the presence of the bidders and/or
representatives and anyone who choose to attend in the school Boardroom.
