INVITATION TO THE NATIONAL VALIDATION MEETING FOR THE VETERINARY PRACTICE BILL 2024

Effective delivery of Veterinary services is important for the development of the Animal Resource Industry
in Kenya. The later plays a crucial role in ensuring animal and human health and welfare; food and nutritional
security; food and feed safety; supporting animal resource-based livelihoods and generating national
income for the Kenyan population. In addition it enhances animal resource production and productivity;
strengthens commercialization and market access of animal resources and their products; augment
management in the use of veterinary drugs and vaccines; and improves resilience for ASAL communities;
and augments Animal Resource Industry data management. Therefore, a highly skilled human resource
is required to provide services at all levels of the Animal Resource Industry value chain development as
provided in the Sessional Paper No. 2 and 3 of 2020 on the Veterinary Policy and the National Livestock
Policy respectively.
The Draft Veterinary Practice Bill 2024 has therefore been developed in consultation with stakeholders in
order to address the modern challenges facing the Animal Resource Industry as well as to align the Bill
to the Constitution Following the promulgation of the Kenya Constitution 2010 and subsequent review,
development and amendments of key policy instruments. The Bill is to provide for the establishment of
the Kenya Veterinary Council; to provide for the training, registration, licensing, practice and employment
of veterinary surgeons, veterinary para-professionals and veterinary specialists; to provide for the regulation
of animal health training institutions; for the regulation of animal health and welfare; to provide
for the establishment of the Veterinary Medicines and Vaccines Authority, for the regulation of veterinary
pharmacy; to provide for the regulation of veterinary medicines, vaccines and other biologicals, nutrients
and for connected purposes. Thus, a highly skilled human resource is required to provide services at all
levels of the Animal Resource Industry development as provided in the Sessional Paper No. 2 and 3 of
2021 on the Veterinary Policy and the National Livestock Policy respectively.
In compliance with the provisions of the Statutory Instruments Act No. 23 of 2013, the Ministry announces
to public availability of the above draft Bill on the websites of the Ministries of Agriculture and Livestock
Development (www.kilimo.go.ke) and Information, Communication and Technology (www.ict.go.ke,)
for access and perusal.
The Cabinet Secretary for Agriculture and Livestock Development is therefore calling for views and proposals
from members of the general public and any concerned stakeholders for consideration in finalization
of the draft Veterinary Practice Bill 2024.
The Ministry has therefore organized open public meeting for National Validation of the Veterinary Practice
Bill 2024 on the 28th May 2024. The meeting will be held at KARLO Headquarter, Nairobi from 9.00am.
