CONSULTING SERVICE FOR A STUDY ON INTEGRATION OF UPGRADED SLUMS/ INFORMAL SETTLEMENTS INTO THE FORMAL URBAN FABRIC.

STATE DEPARTMENT FOR HOUSING AND URBAN DEVELOPMENT

(CONSULTING SERVICES-FIRM SELECTION)

1. The Government of Kenya has received credit from the International Development Agency (IDA) and additional financing from the French Development Agency (AFD) towards the cost of the Second Kenya Informal Settlements Improvement Project (KISIP2) and intends to apply part of the proceeds of the credit to procure Consulting services.
2. The Consulting services (the Services) include:
3. a)Review of KISIP1 interventions for physical and social transformation in the select settlements.
4. b)Beneficiary Analysis.
5. c)Settlement Formalization Analysis.
6. d)Infrastructure Maintenance Assessment:
7. e)Integration of Settlement into the Formal Urban Fabric:
8. f)The assignment is expected to take Six (6) calendar months.

10. The Ministry of Lands, Public Works, Housing and Urban Development, State Department for Hous­ing and Urban Development (the Client) through its Project Implementation Team, now invites eligible consulting firm (“Consultants”) to indicate their interest in providing the services. Inter­ested Consultants should provide information demonstrating that they have the required qualifica­tions and relevant experience to perform the Services. The shortlisting requirements for the Firm’s experience are:
11. a)Core business and years in business: The firm shall be registered/incorporated as a consult­ing firm in the field of urban built environment or related field for at least ten (10) years.
12. b)Relevant experience: The firm shall demonstrate as having successfully executed and com­pleted at least two (2) assignments of similar nature both in scope and complexity in similar operating environment in the last ten (10) years. Details of the assignment-Name and ad­dress of the client, scope, value, and period shall be provided in the submitted expression of interest (EoI);
13. c)Technical and managerial capability of the firm: The firm shall demonstrate as having the requisite technical capacity including relevant equipment, tools, software etc. and managerial capacity to undertake the assignment in the submitted company profile(s).

Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” first published July 2016 and revised September 2023, fifth edition (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
6. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
7. A Consultant will be selected in accordance with the Consultant’s Qualification-based Selection set out in the Procurement Regulations.
