HYDROGEN FUEL CELL SOLUTION

1.0  Introduction

Safaricom PLC aspires to become Africa’s leading purpose-led technology company by 2030. The company intends to achieve this ambitious objective through expansion of its network with cutting-edge and innovative technologies e.g. 5G, which are energy intensive systems. To guarantee excellent service experience for its customers, and at the same time arrest the escalating Energy OPEX, the company intends to invest in stable, sustainable, and affordable power sources.

Hydrogen Fuel Cell technology is a mature power back-up solution that Telecom operators are deploying as an alternative to the traditional solutions such as Diesel Generators and Battery Storage. Through this Expression of Interest (EOI), Safaricom is inviting interested and qualified providers for Hydrogen Fuel Cell solutions for Telecom towers. The successful firms may be invited for a proof-of-concept demo.

2.0  Objective

The principal objective of this EOI is to identify potential suppliers of Hydrogen Fuel Cell solutions and to demonstrate the suitability of the proposed solutions for Safaricom BTS sites.

Instructions to Respondents

• The EOI response must not include any pricing/commercial proposal.
• The receipt of a response shall not bind Safaricom into any contractual agreements with the bidder. Such arrangements shall only come into place once a tender process has been undertaken and an award issued to successful bidder(s) as evaluated technically and commercially.
• Any costs associated with the preparation and submission of the response to the EOI shall be borne by the vendor.
• Safaricom and its authorized representatives are hereby authorized to conduct any inquiries or investigations to verify the documents and information submitted in connection with this application.
• Only the suppliers who meet our minimum requirements will be considered for further discussions.
• Safaricom may consider a proof-of-concept period for the prequalified suppliers to demonstrate ability to fulfil the requirement.

4.0  Evaluation Process

• Once Safaricom PLC receives responses to this EOI on the closure date indicated, the evaluation team shall evaluate all the responses to the EOI including all supporting documents & documentary evidence. Please NOTE that failure to submit requisite supporting documents or documentary evidence, may lead to rejection of the EOI response.
• The Evaluation committee may seek additional documents as it deems necessary, at its discretion as part of the evaluation exercise that will be undertaken.
• EOI respondents who meet the minimum requirements may be called for a detailed presentation for further evaluation of their technical capability, product quality, Quality Analysis procedure, etc. as part of the EOI evaluation.

5.0  Next Steps

Organizations that express interest to participate in the provision of Hydrogen Fuel Cell solution and meet our requirements shall be prequalified and invited for the tender subject to them providing required documentation and demonstrated ability to deliver the requirement.

Only those institutions that meet the minimum evaluation and pre-qualification criteria will be considered for further discussion on the tender process. The formal next process will be as below:

1. Review of submitted Expressions of Interest (EOI).
2. Prequalification of shortlisted suppliers who are not currently in our Supplier Database.
3. Issuing of Tender to selected prequalified suppliers.

6.0  Notes

Safaricom PLC reserves, at its sole discretion, the right to select or reject either in totality or partially, any or all proposals made in the context of this EOI. Any such decisions made will be final and no correspondence will be engaged into, other than for informing the bidders of the outcome of the process.
