TERMS OF REFERENCE [TOR] FOR COMPREHENSIVE TECHNICAL ASSESSMENT FLOOD WATER MANAGEMENT AND WATER STORAGE SOLUTIONS FOR COMMUNITIES IN KISMAYO [LUGLOW AND GOBWEYN), SOMALIA

Background

Somalia is one of the most fragile countries in the world [Fragile States Index, 2022], whose population is repeatedly at risk of food insecurity due to climate and disaster risks, economic crises as well as the volatile security situation. Due to high vulnerability and exposure, frequent extreme weather events, such as droughts, floods, and cyclones, lead to disasters that destroy livelihoods and food resources of the predominantly rural population. The current drought – the worst in decades – has depleted the resilience capacities of large parts of the population and driven up humanitarian needs. Around 8 million people are acutely food insecure and therefore dependent on humanitarian aid. This corresponds to phases 3-5 of the Integrated Food Security Phase Classification [I PC] scale. According to the forecasts, there is a risk of famine in certain regions in 2023 [I PC phase 5],

The experience of the ending Transitional Development Assistance [TDA]-project “Food Security by Strengthening Resilience in the New Settlements of Kismayo” [UFSP, PN 2017.1848.5] has shown that intensive cooperation with the population combined with a strengthening of target group-oriented government structures can significantly strengthen the resilience of. the population, especially against extreme weather events. The BMZ is commissioning GIZ with a new follow-on TDA-project for UFSP, which will build on the achievements of UFSP as well as implement new measures. This Climate resilient Food Security Project [CFSP] is strengthening the resilience of the vulnerable communities in Jubbaland affected by crises with regard to their food security by climate change adaptation measures. The new project focuses on food and nutrition security, its dimensions are addressed in three fields of action: Field of action 1 (promotion of climate- and disaster-resilient production bases in selected communities] refers to the availability of sufficient food. Effective disaster risk management can help mitigate crop loss caused by extreme weather events. Field of action 2 (strengthening resilience through improved access to food in the peri-urban area of Kismayo] deals with access to food in the sense of having the economic means (income-generating measures] and the required knowledge for the use of food. This includes knowledge of the nutritional value and diversity of the food groups, hygiene practices, food safety, and preparation methods (nutrition and hygiene education measures) for processing and/or consuming foods. Field of action 3 [building the foundation for a sustainable drinking water supply in the Kismayo area] addresses the dimension of stability; its activities flank fields of action 1 and 2, for example by providing water for maintaining the kitchen gardens and safe drinking water as an essential part of nutrition and the basis for health.

Proposed Action (Targeting Areas]

The “Promoting Climate and Drought-resilient Food Security in Jubaland” (CFSP) project, led by GIZ, is a vital initiative aimed at enhancing food security and stimulating economic development in Jubaland. This project focuses on promoting climate^, smart agricultural practices, income-generating activities, and the safe management of drinking water supplies, all essential for building resilience against climate change and improving the livelihoods of local communities.

Call for Bids

The primary objective of this assignment is to assess and design flood water measures and storage solutions that consider the local topography, water flow dynamics and existing water catchments. This will help in enhancing water storage, ensuring sustainable water management, and reducing flood risks.

The assessment will employ a mixed methods including:

Desk review of existing data and reports.

Field surveys and interviews with stakeholders including relevant government officials in water resources, agriculture and environment, community leaders, women and youth groups, farmers and other stakeholders.

Focus group discussions with vulnerable communities.

Geographic Information System [GIS] analysis to map flood-prone areas and water resources.

Hydrological and hydraulic modeling.

GIS simulation model to develop predictions of flood scenarios

The tasks of the contractor during the flood water management and storage assessment will include the following:

  1. Community Assessment and Stakeholder Engagement

Ø  Identify community-based flood management and water conservation practices

Ø  Stakeholder consultations with the relevant ministries

Ø  Assess the capacity of communities to participate in flood management and water storage initiatives.

  1. Flood assessment

Ø  Analyse historical flood data (use remote sensing data] to identify patterns, frequency, and severity

Ø  Evaluate existing flood early warning systems and response mechanisms.

Ø  Assess the impact of floods on livelihoods, infrastructure, and agriculture.

Ø  Identify vulnerable communities and areas prone to flooding.

iii.        Prediction of future floods scenarios

Ø  Represent the current status in a detailed [including contours] topographical map of the project area

Ø  Evaluate options for redirecting water to minimize flooding in critical areas

Ø  Propose structures such as channels, levees or barriers to manage water flow effectively

Ø  Use appropriate GIS simulation model to develop predictions of flood scenarios with the status quo maintained and with recommendations adopted

  1. Recommendations for water storage

Ø  Develop strategies for storing excess flood water and rainwater to enhance water availability during dry periods

Ø  Design and propose one or more locally appropriate low tech water storage structures such as ponds, reservoirs and infiltration basins that can realistically be managed and maintained by the community without additional funds/ technical expertise

  1. Integration with Existing Water Catchments

Ø  Assess the capacity and functionality of the existing structures such as berkads and dams

Ø  Propose ways to integrate these catchments into the flood water management plan to optimize their use and enhance overall water storage.

The contractor is expected to have all necessary tools and software required for flood assessment, water storage solutions and data analysis. This includes but is not limited to the following.

  • GIS Software for flood-prone area mapping
  • Hydrological and hydraulic modelling software
  • GPS devices and other field measurement tools.

The contractor must ensure that their team is proficient in using these tools and that the equipment is suitable for the project’s scale and complexity.
