INVITATION TO TENDER

CONSULTANCY TO UNDERTAKE REGULATORY IMPACT ASSESSMENT FOR THE DRAFT ENERGY REGULATIONS & THE ENERGY REGULATIONS.

GIZ through “Promoting the framework conditions for 100% renewable energies in Kenya” (RE 100} Project is supporting the Energy and Petroleum Regulatory Authority (EPRA) to undertake a regulatory impact assessment, in line with the Statutory Instruments Act, for the draft Energy (Renewable Energy Resources) Regulations and draft Energy (Feed in Tariff) Regulations developed by EPRA. The Feed-in Tariff Regulations are designed to encourage renewable electricity generation by providing tariff guidelines based on installed capacity, while the Renewable Energy Resources Regulations establish a framework for exploring and developing these resources. The objective of the exercise is to assess the impact of the regulations, the potential risks of their implementation and propose alternative regulatory or non-regulatory measures to achieve the intended objective as well develop regulatory impact statements for the regulations to be tabled before parliament.

In this regard, GIZ invites bidders to submit their bids free of charge, and without obligation to GIZ, a bid to undertake the regulatory impact assessment for the said regulations. The consultancy will be awarded to a suitable firm that must be legally registered and operational in Kenya.

The bidding firm must demonstrate the following:

  1. i)A minimum average annual turnover of KES 12,000,000 for the last 3 financial years
  2. ii)Certificate of registration/incorporation in Kenya for the firm submitting the bid.

iii)    Valid tax compliance certificate

  2. v)Relevant experience of at least 3 similar assignments of at least KES 4,500,000 per assignment (in terms of type and magnitude] with references providing assignment details such as client, type of services, duration of implementation, budgets deliverables.
  3. vi)Demonstrate at least 5 employees in the last 3 years

Upon finalization of the proposals, submit your signed and stamped financial and technical proposals in PDF format in two separate emails by replying to KE_Quotation@giz.de reference number 83478642 on email subject

Deadline for Submission 16.12.2024 @ 0000hrs (East African Time)

Partial or incomplete bids will be considered as non-responsive. Failure to address correctly on email subject will lead to automatic disqualification.

Bidders are not allowed to contact or discuss any aspect of the tender with GIZ before closing of the tender as this will lead to automatic disqualification.
