FOUNDATIONS FOR LEARNING ENDLINE STUDY
The Aga Khan Foundation (AKF) is seeking a qualified consultant(s) to lead the design, data collection, coordination, analysis, and reporting for a robust mixed-methods Endline Study of its Foundation for Education and Empowerment (F4EE) project. The project, funded by Global Affairs Canada (GAC) and AKF Canada, aims to improve pre-primary and primary education, promote gender equality, and empower women in Kenya, Tanzania, Uganda, Madagascar, and Mozambique.

| Study Focus: | The study will assess the effectiveness of the F4L component of the project, which spans Kenya, Tanzania, and Uganda. |
| Study Period: | January to October 2025, with data collection scheduled for April to June 2025. |
Scope of Work:
The consultant will:
- Design and implement the endline study, including quantitative and qualitative methods.
- Validate and adapt baseline tools for data collection.
- Train enumerators and facilitators.
- Collect, clean, and analyze data.
- Provide data visualization, analysis, and narrative reporting.
- Provide recommendations based on findings to inform future programming.
Consultant Qualifications:
- Minimum 10 year of experience in designing and administering mixed-methods education studies.
- Proven experience in impact evaluation, data collection, and analysis, particularly in multi-country studies.
- Expertise in quantitative data (SPSS, Stata) and qualitative data analysis (NVivo, ATLAS.ti).
- Experience in gender-sensitive data collection and analysis, with focus on gender equality and social inclusion.
- Experience working in Kenya, Tanzania, and Uganda is a significant advantage.
- Ability to safeguard vulnerable populations in research.
Deliverables:
- Inception Report detailing methodology, work plan, and ethical considerations.
- Data Collection: Ensuring the collection of data using pre-established tools, recruiting and training enumerators, and overseeing data quality.
- Endline Report with analysis, data visualizations, and actionable recommendations.
- Raw Data and final datasets, including cleaned and transcribed qualitative data.
Application Requirements:

- Letter of Interest with client references.
Technical Proposal (maximum 8 pages), including:
- Study methodology, sampling strategy, and data analysis plan.
- Demonstrated experience in similar studies.
- Detailed work plan with timelines.
- Financial Proposal with a breakdown of costs.
- CVs of Team Members.
- Previous Relevant Reports (baseline/endline study examples).
- Firm Profile (if applicable) and legal registration.
- A commitment to safeguarding principles and child protection.
