CONSULTANCY FOR THE DEVELOPMENT OF COMMUNITY STAKEHOLDER DIALOGUES TOOLS TO STRENGTHEN THE COMMUNITY ENGAGEMENT FOR ADOLESCENT GIRLS AND YOUNG WOMEN’S (AGYW) EMPOWERMENT UNDER THE ACCELERATING IMPACT FOR YOUNG WOMEN (AIM) PROGRAM IN AFRICA.
BACKGROUND
In partnership with the Mastercard Foundation, BRAC International’s AIM program aims to empower 1.2 million adolescent girls and young women in seven African countries. This initiative provides entrepreneurship, employability, and life-skills training, alongside access to finance and markets, to reduce gender gaps and foster economic growth. The program employs a holistic, integrated approach, working directly with participants and their allies to create an enabling environment for young women to thrive.
INTRODUCTION
This assignment contributes towards building the AIM Program’s Enabling Environment strategy through various interventions aiming at social behavior change and community participation towards promoting AGYWs rights and social well-being. The Community Stakeholder engagement sessions will target: Community and Opinion Leaders e.g. Local Government Authority, Religious leaders, School head teachers, Clan leaders etc. and Community groups e.g Men groups, women groups, youth groups, MF VSLA groups, health workers, caregivers of persons with disability, parents, Organizations of Persons with Disability. Key areas of focus will be:
- Adolescent Girls Education: Prioritizing girls’ education requires recognizing its equal importance to boys’, ensuring access and completion, and delaying marriage during adolescence. Empowering girls through diverse career paths, celebrating achievements, and fostering supportive environments within families and communities is crucial. Promoting shared household responsibilities and active father involvement further enables girls’ success, creating a more equitable and conducive atmosphere for their educational journey.
- Engaging men and boys to end violence against girls and women: Communities, adolescent girls and young women (AGYW), and men and boys will collaboratively work to combat gender-based violence (GBV) and promote gender equality. This involves active community engagement in challenging harmful norms and supporting survivors, empowering AGYW to advocate for their rights and policy changes, and engaging men and boys in promoting gender-equitable behaviors and positive masculinity characterized by respect and non-violence.
- Sexual and Reproductive Health (SRH): Ensuring adolescent girls and young women (AGYW) have bodily autonomy, including reproductive rights, requires supporting their informed decisions about reproductive health, such as delaying marriage and pregnancy, and guaranteeing equitable access to high-quality, respectful sexual and reproductive health (SRH) services.
- Youth leadership, Community Action, Handover and Sustainability plan: Strengthened local leadership commitment to advance AGYW rights through continuous prioritization of adolescent girls and young women (AGYW) issues in their local development agendas, including allocating resources and integrating AGYW-focused initiatives into district and community plan.
OBJECTIVES OF THE CONSULTANCY
The primary objective of this consultancy is to develop a comprehensive and culturally appropriate Community stakeholder dialogues curriculum that includes context-specific Social and Behavior Change Communication (SBCC) resources and implementation tools that will strengthen community engagement, promote social and gender norms, empower community members, and foster the involvement of key stakeholders at the grassroots level in supporting adolescent girls and young women (AGYW).
Specific objectives for the assignment include:
- Conduct a rapid formative assessment on barriers to and drivers of behavior change for identified behaviors and propose a contextually appropriate and culturally sensitive implementation modality for community dialogue interventions.
- Design and develop a context-specific community dialogue manual including SBCC resources, including a curriculum, facilitator guides, and training materials to empower community members and key stakeholders to support AGYW.
- Conduct capacity-building sessions for a group of Trainers of Trainers (TOTs) to strengthen their skills in delivering the community dialogues.
- Strengthen monitoring and evaluation by developing tools for monitoring and evaluation into existing M&E tools and processes.
SCOPE OF WORK
This consultancy requires a consultant to develop a culturally appropriate Community Stakeholder Dialogues Manual with SBCC resources, aligned with AIM’s strategy, to enhance AGYW empowerment across five African countries through effective community engagement and training.
The consultant will be responsible for the following:
- Phase 1: Formative Assessment on SBC: This phase focuses on conducting field-based assessments to understand behavior change barriers and drivers in AIM program countries, utilizing qualitative research to propose culturally appropriate community dialogue interventions.
- Phase 2: Development of Community Dialogue Curriculum and Training Materials: This phase involves creating participatory dialogue curriculums and training materials, including facilitator guides and engaging SBCC resources, tailored for grassroots interventions and promoting behavior change.
- Phase 3: Capacity Building: This phase centers on training a group of Trainers of Trainers (TOTs) on the effective use of the developed materials, outlining a clear plan for rolling out community dialogue interventions.
- Phase 4: Monitoring and Evaluation Support: This phase includes collaborating with the MEL team to develop KAP questions and behavioral change measurement tools, establishing indicators for outcome monitoring and reflective practices.
KEY DELIVERABLES AND LEVEL OF EFFORT
- Implementation Plan: A detailed plan for the rollout of the consultancy assignment with clear timelines, responsibilities, and resource requirements.
- Formative Rapid Assessment Findings Report: A report summarizing key findings from literature and primary data collected.
- Comprehensive Materials: Develop tailored community dialogue curriculum, facilitator guides, and SBCC materials for grassroots AGYW empowerment.
- Capacity Building: Conduct and document TOT training on effective SBCC implementation, providing a detailed training report.
- Monitoring and Evaluation Tools: Knowledge, Attitudes, and Practices (KAP) questions and indicators developed in coordination with the MEL team to be included in the outcome monitoring tool and MEL framework.
- Final Consultancy Report: A comprehensive report documenting the consultancy’s activities, outcomes, recommendations for future actions, and a detailed guide on implementing the developed resources and tools.
COMMENCEMENT AND DURATION OF THE CONTRACT
A 70-day consultancy procurement framework agreement shall be entered into with the successful bidder commencing no earlier than 10th May 2025, with a possibility of extension based on satisfactory performance and following mutual agreement.
