CALL FOR BIDS FOR PROVISION OF INDEPENDENT VERIFICATION SERVICES FOR THE GCF PROJECT RESULTS
Opportunity
The GCF project “Promotion of Climate-Friendly Cooking: Kenya and Senegal” is designed to tackle GHG emissions from the unsustainable consumption of wood-based fuels in the household cooking sector. The project, therefore, is aimed at demonstrating an innovative ICS market transformation strategy, starting in two countries, Kenya and Senegal, and by doing so improving global knowledge about ICS sector contribution to Nationally Determined Contributions (NDCs).
GCF/EnDev project activities are implemented across different counties in the country spread across four clusters in Kenya, mainly Central Cluster, Lower Eastern cluster, Western Cluster and Lake Victoria cluster. The project M&E plan provides guidance on how data collection, storage, verification and reporting is undertaken. Data collection for the project is undertaken by cluster teams and starts at the last mile entrepreneur level (LMEs) i.e. entrepreneurs delivering the products to the end consumers. Entrepreneurs include stoves installers/builders installing stoves to households and stoves production centres who produce and sell both complete stoves and stoves components.
The project results reported by the various project teams, including GIZ and all the other partners (Kenya Tea Development Agency – Foundation, Green Belt Movement, Mercy Corps/E4l, Strathmore Energy Research Centre, Clean Cooking Association of Kenya, Practical Action, Dedan Kimathi University of Technology, and Ministry of Energy and Petroleum) require to undergo external verification prior to official reporting. Reporting is undertaken on periodic basis. The reporting cycle for the first half of the year, 2023 is being finalised and the results reported will undergo verification process. It is in this regard that GIZ Kenya is seeking the services of a qualified firm to offer the verification services. To qualify, the bidders (could be individual consultants or a firm) must provide a brief profile of the consultant and/or firm and be able to meet and demonstrate (with proof) the following eligibility criteria. Note that a separate eligibility criteria grid is provided with this ToR.
For firm:
- Legal business entity incorporated in Kenya with at least 3 years of operation (supported by the Certificate of Incorporation and Tax Compliance Certificate)
- Annual turnover of at least KES 5,000,000 in at least 3 years (starting from the latest financial year) supported by audited financial statements.
- At least 5 employees (permanent/part-time-on need basis)
For individuals:
- The Lead Consultant can associate with one additional consultant to enhance the delivery of the service should S/he lack some required expertise or experience.
- This should be disclosed in the technical proposal including the details, qualifications and CV of the Associate Consultant.
- GIZ will however only enter one contract with the Lead Consultant. The Lead Consultant is expected to have bilateral arrangements with the Associate Consultant and not involving GIZ.
For both categories of bidders:
- The lead consultant must be conversant with various approaches to project results verification and reporting with an emphasis on the ICS sector.
- Demonstrable relevant experience of at least 3 similar assignments of at least KES 3,000,000 per assignment (in terms of type and magnitude) with references providing:

The tenderer is also requested to provide a summary assessment of the team proposed and must specify their positions, tasks and qualifications for each expert. More details are provided in the Terms of Reference.
