KENYA MARINE FISHERIES AND SOCIO-ECONOMIC DEVELOPMENT PROJECT (KEMFSED”)

REQUEST FOR BIDS SMALL WORKS
(ONE-ENVELOPE BIDDING PROCESS)

1      The Government of Kenya (hereinafter called “Borrower”) has received financing from the World Bank toward the cost of the Kenya Marine Fisheries and Socio-Economic Development Project (KEMFSED), and intends to apply part of the proceeds toward payments under the contract for CONSTRUCTION OF FISH LANDING SITE AND OFFICE BLOCKS For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing.

2      The State Department for Blue Economy & Fisheries; Kenya Marine Fisheries and Socio-Economic Development Project (KEMFSED), now invites sealed Bids from eligible Bidders; NB – Bids MUST be submitted separately as per RFB REF­ERENCE NO. with separate Bid Security as works will run concurrently.

The Construction period is 12 calendar months

1      The Construction location: as in Number 2 Table Above

2      Bidding will be conducted through national competitive procurement using a Request for Bids (RFB) as speci­fied in the World Bank’s “Procurement Regulations for IPF Borrowers” Fifth Edition September 2023 (“Procure­ment Regulations”), and is open to all Bidders as defined in the Procurement Regulations.

3      Interested eligible Bidders may obtain further information from project office of Kenya Marine Fisheries and Socio-Economic Development (KEMFSED) Project, National Project Coordinator – E-mail: info@kemfsed.org and inspect the bidding document during office hours 0800 to 1700 hours East African Time at the address given below.

4      The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of KES 1,000 for each package. The method of payment will be Cash at the address provided below. The document will be collected at the address provided below or freely downloaded from the website below or state portal for tenders www.mibema.go.ke / www.kemfsed.org / www.tenders.go.ke

5      Bids Must be delivered to the address below tender box located at Maktaba Kuu Building, Mezzanine Floor project office, Kenya Marine Fisheries and Socio-Economic Development (KEMFSED) Project at Ngong Road on or before 27th March 2024 at 1100 hours East African Time (EAT). Electronic Bidding Shall not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below Maktaba Kuu Building Mezzanine floor, KEMFSED Board Room on 27th March 2024 at 1100 hours EAT.

6      All Bids must be accompanied by a Bid Security as described in Number 2 Table above in Kenya Shillings from a recognized Banking institution in Kenya.

7      All Bids must be accompanied by a Sexual Exploitation and Abuse (SEA) and/or Sexual Harassment (SH) Declaration.

8      Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
