STATE DEPARTMENT FOR BLUE ECONOMY AND FISHERIES

KENYA MARINE FISHERIES SOCIOECONOMIC DEVELOPMENT PROJECT (KEMFSED)

1. The Government of Kenya (hereinafter called “Borrower”) has received financing from the World Bank toward the cost of the Kenya Marine Fisheries and Socio-Economic Development Project (KEMFSED), and intends to apply part of the proceeds toward payments under the contract for Construction of Fisheries Offices in Mombasa. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing.
2. The State Department for Fisheries Aquaculture and the Blue Economy now invites sealed Bids from eligible Bidders for Construction of Fisheries Office in Mombasa.

Contract No. KE-MOMBE&MA-MSA-2023-001-CW/MMBE&MA/SDBE&F/10/2022-2023

The scope of construction works involves;

1. a)Builders works 
2. b)Civil Works      
3. c)Mechanical Works
4. d)Electrical Works
5. e)Landscaping

The Construction period is 12 calendar months

The Construction location: Kenya Fisheries Service (KEFS) Office, Liwatoni, Mombasa County

Coordinates: 4°4’7.6″S 39°39’32.6″E

3. Bidding will be conducted through national competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” Procurement in Investment Projects Financing” dated November 2020 fourth Edition (“Procurement Regulations”), and is open to all Bidders as defined in the Procurement Regulations.
4. Interested eligible Bidders may obtain further information from The State Department for Blue Economy & Fish­eries; Kenya Marine Fisheries and Socio-Economic Development (KEMFSED) Project National Project Coor­dinator – E-mail: infoigkemfsed.org/ and inspect the bidding document during office hours i.e. 0800 to 1700 hours East African Time at the address given below.
5. The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of KES 1,000/=. The method of payment will be Cash at the address provided below. The document will be collected at the address provided below or freely downloaded from the websites below or state portal for tenders www.ppra.go.ke, and Ministry’s Website; www.mibema.go.ke
6. Bids must be delivered to the address below tender box located at Maktaba Kuu Building, Mezzanine Floor project office, Kenya Marine Fisheries and Socio-Economic Development (KEMFSED) Project at Ngong Road on or before 1100 hours East African Time (EAT) on 22nd June 2023. Electronic Bidding will NOT be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below Maktaba Kuu Building Mezzanine Floor, KEMFSED Board Room at 1100 hours EAT on 22nd June 2023.
7. All Bids must be accompanied by a Bid Security of Kenya Shilling Eight Hundred and Fifty Thousand Only (KES. 850,000.00) from a recognized financial institution in Kenya, Registered with NCA; Category NCA 4 & 5 in Buildings and Civil works, CR12 Certificate issued by the Registrar of Companies (Kenya) within six (6) months. Certified valid Business Permit / License, Certified valid Tax Compliance Certificate.
8. All Bids must be accompanied by a Sexual Exploitation and Abuse (SEA) and/or Sexual Harassment (SH) Declaration.
9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
