- The Government of Kenya has received financing from the German Government through KfW Development Bank toward the cost of TVET 1 – Promotion of Youth Employment and Vocational Training in Kenya, and intends to apply part of the proceeds toward payments under the contracts for NCB-01/MOE-VTT/TVET/KfW 2016 67 211/001/2021-2022.
- The State Department for Vocational and Technical Training (SDVTT), Ministry of Education (MoE), now invites sealed Bids from eligible Bidders for the New Construction of three Technical Training Institutes (Lot1-3) including Workshops, Dormitories and Ancillary Building Measures to three Technical Training Institutes to the Ministry Headquarters (Jogoo House ‘B’, Harambee Avenue).
- Bidding will be conducted by means of the National Competitive Bidding with qualification procedure as specified in the KfW Guidelines for Guidelines for Procurement of Goods, Works and associated Services in Financial Cooperation with Partner Countries (“KfW Guidelines”). The procedure involves a Qualification and a Bid component.
- Bidders may bid for one or several contracts which are divided into Lot 1,2 & 3, as further defined in the bidding document.
The SDVTT/MoE now invites sealed bids from eligible bidders for the new construction of Workshops and Dormitories at the following three Technical Training Institutes:
Lot 1: TTTI – Thika Technical Training Institute – Workshop & Dormitories
(Workshop~3650m2, Generator House~35m2, Dormitories 2350m2, Access Roads incl. Parking, Boundary Wall, Landscaping, Drainage)
Lot 2: KIST – Kiambu Institute of Science & Technology – Workshop & Dormitories
(Workshop~5150m2, Generator House~35m2, Dormitories 2000m2, Access Roads incl. Parking, Boundary Wall, Landscaping, Drainage)
Lot 3: NTTI – Nairobi Technical Training Institute – Workshop

- A complete set of bidding documents is available to interested Bidders and can be downloaded from the Ministry of Education website https://www.education.go.ke In order to receive any potential notifications in relation to these bidding documents, interested Bidders should immediately send their contact details (including the tender reference number) to the email address: tenders.moe.tvet@gmail.com.
- Interested eligible Bidders may obtain further information from the Ministry of Education, State Department for Vocational and Technical Training, on 7th floor room 706 Uchumi House, Along Agha Khan Walk or by writing to the following email address: tenders.moe.tvet@gmail.com.
- Bids must be delivered to the address below on or before 11.00 am on 26th May 2022. Electronic Bidding will not be permitted. The Qualification Document and the actual Bid are to be submitted simultaneously in two separate envelopes (two-envelope procedure). Late Qualification Documents and Bids will be rejected.
- In the first public session, only the Qualification Documents will be opened in the presence of the Bidders’ designated representatives. In the second public session only the Bids of those Bidders who have fulfilled the qualification criteria will be opened.
- All Bids must be accompanied by a Bid Security amounting to 2% of the net bid amount for each individual Lot offered. The bid security must be valid for 42 days beyond the validity period of the bid (120 days). In other words, the Bid Security must be valid for a minimum 162 days after the bid submission date.
(Note: bonds from insurance companies will not be accepted but considered as not provided and lead to disqualification)
- The Employer will evaluate Qualification Documents and Bids strictly according to the criteria established in Section III, Qualification and Evaluation of the bidding documents.
Interested Bidders should note that prior to any award of contract, Bidders shall be registered in Kenya, including completed registration with the National Construction Authority (NCA). More information at www.nca.go.ke.
- Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
