- The Ministry of Education has received a grant from the Global Partnership for Education (GPE) to support development of the primary education sub-sector in Kenya under Kenya Primary Development (PRIEDE) project (Parent project) and a further additional funding (AF) to sustain support for parent project interventions. The project aims to provide specific interventions in key areas of the sub-sector.
- The objectives of the Study are: to determine the Early Grade Mathematics (EGM) competencies among Grade 2 pupils disaggregated by gender, region, rural-urban and public and private schools; assess the current pedagogy for teaching Mathematics in early primary grades; assess current teaching-learning practices e.g. use of Mathematics syllabi, preparation of lesson plans, lesson delivery, classroom, homework and assessment practices; assess teachers’ competencies to teach Mathematics in early grades; assess the current strategies for building Mathematics competencies in early grades; identify issues and areas for improvement and suggest necessary interventions required at various levels.

- The Ministry of Education now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: (1) The consultant shall be a tax compliant Consulting firm incorporated in the last five (5) years offering similar Researches/National surveys of the similar scope and complexity in comparable organizations; (2) Well defined Organization structure and (3) details (documentary evidence e.g. contract award or reference letter from the clients, stating scope of services and deliverables) of all such projects for the last 5 years or more during which they were completed
- The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 and revised in November 2017, updated in August 2018 and November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment: a firm shall be considered to have conflict of interest if the firm was directly involved in preparation of the procurement document or contract specification.
- Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
- A Consultant will be selected in accordance with the Consultant’s Qualification Based Selection (CQS) method set out in the Procurement Regulations.
