CONSULTANCY ON ASSESSMENTS FOR INSTALLATION OF RADIO COMMUNICATION EQUIPMENT FOR SOMALILAND IMMIGRATION AND BORDER CONTROL (SLIBC)

The Better Migration Management (BMM) Programme aims to enable national authorities and institutions to facilitate safe, orderly and regular migration and effectively address and reduce trafficking in human beings and the smuggling of migrants within and from the Horn of Africa region by applying a human rights-based approach. Activities are carried out under three complementary components: migration governance, strengthening effective institutions to address trafficking and smuggling and protection for vulnerable migrants. The programme is funded by the European Union (EU) and the Germany Ministry of Economic Development (BMZ) and jointly implemented by the British Council, CIVIPOL, the Deutsche Gesellschaft fur Internationale Zusammenarbeit (GIZ) GmbH, IOM and the United Nations Office on Drugs and Crime (UNODC). In the context of the implementation in Somalia/Somaliland, BMM is supporting the Somaliland Immigration and Border Control (SLIBC) in ensuring safe and orderly migration at its port of entries and detecting and preventing migration-related crimes and improving inter- and intra- agency communication and exchange of data remains a major challenge. In partnership with the SLIBC, GIZ has supported the installation of communication radio infrastructure equipment through setting up and operationalization of VHF radio communication system in 2 regional offices of Somaliland Immigration – Berbera and Wajale and of HF radio in those two stations and at the headquarter in Hargeisa.

To finalize the installation of the radio equipment, GIZ is looking for a consultancy to assess the requirements for installation in Hargeisa, advise on procurement of additional equipment and support the installation of further equipment in Hargeisa and two regional stations of Burao and Lowy ‘Addo. Note that the procurement and installation of existing and further equipment is not part of this consultancy but will be tendered separately. This is an advisory consultancy only.

The objective of the consultancy is to support the assessment and planning of the installation of radio equipment in Somaliland. The installation itself will be conducted by a separate consultancy.

The contractor will be responsible for providing the following services:

  • Conduct physical assessment of installation sites in Hargeisa and prepare installation plan to operationalize Tetra network covering all SLIBC stations in Hargeisa.
  • Prepare procurement list to operationalize Tetra network in Hargeisa.
  • Scope the installation of existing HF and Tetra installation in two SLIBC regional bases Burao and Lowy ‘Addo, based on information from local SLIBC staff. No site visits are envisaged.
  • Provide technical expertise for the development of procurement documents for equipment and services to facilitate the installation of radio equipment in Hargeisa and the two regional SLIBC stations – Burao and Lowy ‘Addo.
  • Provide technical expertise in the evaluation of tenders and contracting for the installation of radio equipment.
  • On completion of the installation of radio equipment by the other contractor, assess the completed works on site in the three locations to ensure that they meet the requirements and specification under the contract in consultation with GIZ and Somaliland Immigration.
