CONSULTANCY SERVICE UNDERTAKE CYBER SECURITY AUDIT FOR KENYA NATIONAL BUREAU OF STATISTICS
Dear Messrs.
The Kenya National Bureau of Statistics (KNBS) is established by an Act of Parliament – the
Statistics Act, 2006. The role of KNBS as spelt out in the Statistics Act 2006 includes: coordinating
the National Statistical System (NSS) and developing and maintaining a socio-economic data base
to serve users both locally and internationally. The Bureau is currently implementing the 2023-
2027 Strategic Plan which outlined its objectives and aspirations during the implementation
period. In order to fulfil the above mandate, the Bureau intends to ensure that new opportunities
are harnessed to propel it to greater heights.
Objectives
a) Assess Vulnerabilities: Identify weaknesses in the corporation’s IT systems, networks, and
protocols that could be exploited by cyber attackers.
b) Enhance Security Posture: Develop actionable recommendations to strengthen our
cybersecurity framework and protect sensitive statistical data.
c) Compliance and Standards: Ensure compliance with Kenyan laws such as the Data Protection
Act, 2019, and the Computer Misuse and Cybercrimes Act, 2018, as well as international best
practices in cybersecurity.
d) Incident Response Preparedness: Evaluate and improve the corporation’s ability to detect,
respond to, and recover from cyber incidents.
e) Promote Awareness: Increase staff understanding of cybersecurity risks and best practices
through findings and training.
1. The Bureau now invites proposals to provide the following consulting services (here in after
called “the services”): Consultancy services to undertake cyber security Audit for KNBS.
2. This Request for Proposals (RFP) is open to all consulting firms who qualify for
the services
3. If a Consultant is a Joint Venture (JV), the full name of the JV shall be used and all members,
starting with the name of the lead member. Where sub-consultants have been proposed,
they shall be named. The maximum number of JV members shall be specified in the DS.
4. It is not permissible to transfer this RFP to any other firm.
5. A firm will be selected under Quality and Cost based selection (QCBS) method and in a
format as described in this RFP, in accordance with the Public Procurement and Asset
Disposal Act 2015, a copy of which is found at the following website: www.ppra.go.ke.

b) Whether you intend to submit a proposal alone or intend to enhance your experience
by requesting permission to associate with other firm(s) (if permissible under Section
2, Instructions to Consultants (ITC), Data Sheet14.1.1).
