Background
The Government of Kenya through the Ministry of Energy has received financing from the International Development Association (IDA) to support the Kenya Electricity Modernization Project (KEMP), and intends to apply part of the proceeds to carry out a study on the level of customer satisfaction in the electricity sector in Kenya to support best regulatory practices in the power sector in Kenya.
The main objective of the study will be to gather accurate data and information on the recent dynamics in Consumer Satisfaction Index for the power sector that would inform the regulatory policies and strategies for the Energy Sector. The data include; consumer satisfaction, barriers to consumption e.g. is the tariff a problem, assessment quality of services, convenience in payment for services, what consumers use electricity for; value for money of services in the sector among households and firms.
Invitation to Consultants
The Energy and Petroleum Regulatory Authority now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services;
The shortlisting criteria are:
- The relevance of the core business of the firm to the envisaged specialized assignment;
- The firm’s general and specific experience including similarity and nature of assignments successfully delivered;
III. The firm’s overall organizational competence, capability and qualifications as demonstrated through its overall technical experts’ size and mix, financial, technical and managerial strengths and good will in the industry;
- Earlier client reference, reputation and goodwill the firm has in the sector
- Key experts’ bio data is not required and will not be evaluated at this stage.
Terms of Reference:
The Terms of Reference for this consultancy can be downloaded from the EPRA Website (Tenders Section). The finalized TOR will be included in the Request for Proposals that will only be sent to shortlisted candidates.
Selection Method:
The attention of interested Consultants is drawn to section III, para 3.14, 3.16 & 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Projects Financing Goods, Works, Non-Consulting and Consulting Services, “Procurement Regulations for IPF Borrowers” July 2016, revised November 2017 and August 2018 (“Procurement Regulations“), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Quality Cost Based Selection (QCBS) method, following shortlisting, as set out in the procurement Regulations.
Submission of Expressions of Interest
Interested bidders are required to submit one (1) original and (3) copies of Expression of Interest in English Language in a sealed envelope, properly marked with the tender reference and description “Consultancy Services for a study on the level of customer satisfaction in electricity sector in Kenya”.
Further information can be obtained at the address below during office hours from 8:30 AM to 1:00 PM in the morning and from 2:00PM to 5:00 PM in the afternoon from Monday to Friday. Expressions of interest must be delivered in a written form to the address below in person, by 1st December 2020 at 11.30 AM East African time.
