1. This Request for Expression of Interest follows the General Procurement Notice for this project that
appeared in Development Business; issue No. 1686 of 1st January 2021.
2. The Government of Kenya has received a Credit from International Development Agency (IDA) towards
the cost of the Second Kenya Informal Settlements Improvement Project (KISIP 2) and intends to
apply part of the proceeds of this Credit to payments under this contract: Consultancy Services for an
Individual Communication Consultant; Contract No. KE-MOTI-214048-CS-INDV.
3. The overall objective of this consultancy is to offer technical support to the National Project Coordinating
Team (NPCT) as well as the County Project Coordinating Teams (CPCTs) in the implementation
of the Project’s communication strategy in consultation with the NPCT, CPCTs and other stakeholders.
4. The tasks to be carried out under the assignment includes but not limited to:
a) Review and update the Projects’ Communication Strategy.
b) Develop a communication plan for the project’s Grievance Redress Mechanism, receive and
respond or advise on appropriate responses for general enquiries.
c) Manage and maintain the project website, and social media channels with up-to-date content.
d) Provide support to the Head of Public Communications at the State Department to undertake
public communications for the project.
e) Participate in World Bank missions and other meetings, including preparation of progress reports
on agreed actions during such missions and meetings.
f) Track project impacts to support monitoring and evaluation of the communication activities.
g) Perform any other tasks as may be assigned from time to time by the Client.
5. The consultant shall possess the following qualifications:
a) Master’s Degree in a relevant field, such as Communication, Development Studies, Public Sector
Administration and Management from a university recognized in Kenya.
b) A minimum of Ten (10) years of professional experience in communication work preferably development
communications, public relations, marketing or a related field; Five (5) of which working
with donors funded projects and/or government agencies implementing donor funded projects.
(Sound understanding of Devolution is desirable)
c) Registered with relevant professional body and with a valid membership e.g., Media Council of
Kenya (MSK) or Public Relations Society of Kenya (PRSK)
d) Excellent knowledge of media landscape in Kenya
e) Excellent and relevant computer skills and the ability to use information technology as a tool for
communication and dissemination
f) Knowledge/experience in handling audio-visual equipment will be an added advantage
6. The Consulting Services Contract is expected to be for a period of Twelve (12) calendar months
from the date of commencement with a probation period of three (3) months, subject to renewal for
a further 12 months upon satisfactory performance.
7. The State Department for Housing and Urban Development through the Second Kenya Informal Settlement
Improvement Project (KISIP2) now invites individuals to express their interest in providing
the services. Interested individuals must provide information indicating that they are qualified to perform
the services (attach curriculum vitae (CV), copies of documentary evidence of Academic
qualifications, Professional Qualifications and registration with relevant Professional body e.g.,
Media Council of Kenya or Public Relations Society of Kenya
8. An Individual Consultant will be selected in accordance with the Selection of Individual Consultants
method set out in the World Bank’s Procurement Regulations for IPF Borrowers dated November
2020 (Regulations).
9. Interested individuals may obtain further information at the address below from 0900 to 1700 hours
East African Time (EAT) from Monday to Friday excluding lunch hour (1300 to 1400hours EAT) and
public holidays.
Expression of interest shall be delivered by 13th December 2022 at 1100hours EAT. – using one of the
following modalities: (i) deposit in the tender box located on 6th Floor, Ardhi House in Nairobi, Kenya or
(ii) send by email to: kisip2.procurement@housingandurban.go.ke and quote the Assignment title
and Contract No. in the subject row. For expressions of interest that will be deposited at the tender box,
the packages should be clearly marked Individual Communication Consultant, Activity No.
