PROCUREMENT OF CONSULTANCY SERVICES FOR DESIGN AND SUPERVISION OF CONSTRUCTION AND INSTALLATION OF THE KENGEN GEOTHERMAL TRAINING CENTRE FACILITIES

- Background
Kenya Electricity Generating Company (KenGen) PLC is the leading electricity generating company in Kenya. The Company listed at the Nairobi Securities Exchange (NSE) utilizes various energy sources to generate electricity, including geothermal, hydro, wind, and thermal. As part of its expansion strategy, KenGen PLC wishes to upgrade its Geothermal Training Centre to a Regional Flagship TVET Institute (RFTI) and Centre of Excellence in Energy Technology.
The Company has received financing amounting to USD 10.8 Million from the World Bank towards upgrading of Geothermal Training Centre through the East Africa Skills for Transformation and Regional Integration Project (EASTRIP). We intend to use part of the proceeds for payment of goods, works, related services and consulting services to be procured under this project.
The envisaged upgrade will include:
- Development and implementation of a master plan to upgrade KenGen GTC to a regional centre of Excellence
- Development of curriculum
iii. Construction and installation of tuition block; lecture rooms, administration offices and library
- Construction and installation of Laboratories and workshops
- Construction and installation of accommodation and catering facilities
- Establishment of associated infrastructure and services
- Objectives.
To upgrade its Geothermal Training Centre, the Company wishes to engage an eligible firm/consultant or consortium to:
- a)Carry out environmental and social impact assessment of the project
- b)Prepare detailed design and drawings for the infrastructure
- c)Ensuring the successful installation and commissioning of the facility and management of the Defect Liability Period
- Scope of work and services
Scope of consultancy services shall include but not limited to the following: –
- Carry out joint Environmental and Social Impact Assessment in liaison with KenGen representatives in accordance with World Bank and NEMA guidelines and regulations
- Carry out extensive site investigation including but not limited to topographical surveys, hydro-geological and geotechnical surveys
III. Obtain all the necessary data for designing of the Geothermal Training Centre infrastructure
- Prepare detailed architectural, structural and services drawings as per client’s concepts and master plan
- Seek all the relevant approvals for the construction works to be undertaken
- Prepare a detailed tender document including but not limited to specifications and bills of quantities in collaboration with KenGen representatives for procurement of a qualified contractor to undertake construction works
VII. Supervise the construction, installation and commissioning of the project and monitor its operation until the end of the Defects Liability Period
VIII. Supervision and tracking of environmental, safety and social aspects of the project
- Provide periodic progress reports
- Undertake Project and Contract Management in collaboration with KenGen
- Eligibility criteria
The Expression of Interest must be accompanied by the consultants’ qualifications, professional capabilities and details of past experiences related to the requested consultancy services. Interested firms should provide specific information as indicated below:
- a)Company Profile:
- Name of firms that bid jointly should submit consortium agreements between parties involved, duly certified by a law firm
- Contact details of the firm; physical address, phone number and email addresses
iii. List of the current proprietors
- Organization structure of the firm
- Contact person with designation and contact details (physical address, phone number and email addresses)
- List of key staff relevant to the assignment and their profile; must be composed of relevant staff with a mix of appropriate expertise. Professionals who are proposed must be registered as consultants with respective registration bodies and with experience in at least three similar projects
- b)Mandatory requirements:
- Submit a copy of certificate of incorporation / registration in the country of domicile
- Submit a valid Tax compliance certificate or its equivalent as issued in the country of domicile
III. Submit a Certificate of Registration as a consultant in design and supervision works
- Submit evidence of experience in undertaking similar assignments (in the last 5 years) ; design and supervision of construction works for a learning institution (3No), of at least three 4-storey building complex to include architectural, structural, quantity surveying, and building services of a construction value of not less than Kshs.100 Million
- Submit Power of Attorney in case of a joint venture
- The proposed firm/consortium must demonstrate experience in;
- a)Topographical, geotechnical and hydro-geological survey
- b)Preparation of structural, architectural designs and services designs
- c)Supervision and implementation of ESIA
- d)Supervision of similar and relevant construction and installation works
VII. Provide information regarding any current litigation involving the consulting firm certified by a law firm

- Submission.
Three (3) copies of the pre-qualification application shall be submitted – ONE (1) “ORIGINAL”, so marked, and TWO (2) endorsed copies each marked “COPY” in separate sealed envelopes. Each envelope shall be clearly marked “KGN-GDD-012-2021 EXPRESSION OF INTEREST (EOI) FOR PROCUREMENT OF CONSULTANCY SERVICES FOR DESIGN, SUPERVISION OF CONSTRUCTION WORKS AND INSTALLATION OF KENGEN GEOTHERMAL TRAINING CENTRE FACILITY”

The EOI shall be opened on 11th March 2021 at 10.30hrs and in the presence of tenderers’ representatives who choose to attend.
The Expression of Interest can also be viewed and downloaded from our website www.kengen.co.ke. Bidders are advised to be checking the websites from time to time up to three (3) days before closing date for any uploaded information through clarification/addendum.
Only firms pre-qualified under this procedure will be invited to submit their technical and financial proposals under the Request for Proposals (RFP).
