REQUEST FOR PROPOSAL
CONSULTANCY SERVICES FOR DESIGN AND SUPERVISION OF CONSTRUCTION PHASE III OF OFFICE BLOCK INCLUDING UNDERGROUND PARKING AREA AND
ASSOCIATED FACILITIES.
TENDER NO. CAN/RFP/01/2023-2024
To: All Eligible Consultant Firms
1. The County Assembly of Nakuru (CAN) has set aside funds in its budget from GOK toward the
cost of the above subject consulting services.
2. Assembly now invites proposals to provide Consultancy Services for Design and Supervision of
Construction Phase III of Office Block including underground Parking Area and Associated
Facilities (here in after called “the services”). More details on the services are provided in section
V of this document (Terms of Reference).
3. Consultants may associate with other firms to enhance their qualifications but should indicate
clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the
case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for
the entire contract, if selected.
4. A consultant will be selected under Quality and Cost Based Selection Method (QCBS) method
and in a format as described in this RFP, in accordance with the Public Procurement and Asset
Disposal Act 2015 and Regulations 2020, copies of which are found at the following website:
www.assembly.nakuru.go.ke., tenders.go.ke & supplier.treasury.go.ke.
5. Eligible and interested bidders may obtain further information and inspect the bidding documents
at Procurement Office at the County Assembly of Nakuru (CAN) Ugatuzi Plaza, between 8.00am
and 5.00pm Kenyan Time, Monday to Friday except lunch time between 1.00pm to 2.00pm and
on public holidays.
6. Please inform us within three days, in writing at the address below or by E-mail;
info@asssembly.nakuru.go.ke
a) That you have received this Request for Proposals; and
b) Whether you intend to submit a proposal alone or intend to enhance your experience by
requesting permission to associate with other firm(s) (if permissible under Data Sheet 14.1).
7. Details on the proposal’s submission date, time and address are provided in the ITC 18.5 and ITC
20.1 of the Data Sheet.
8. The RFP includes the following documents:

9. Proposals will be opened immediately after the deadline date and time specified above or any deadline
date and time specified late in the presence of the Tenderers’ designated representatives who choose to
attend.
10. Late tenders will be rejected.
