The Government of Kenya has received financing from the World Bank towards the cost of Water and Sanitation Development Project (WSDP), and it intends to apply part of the proceeds to payments of goods, works, related services and consulting services to be procured under this Project. One of the components of the Project, Component 2, will finance a program of activities designed to improve water supply and sanitation services in the northeastern counties, particularly the Dadaab refugee camp host communities in Garissa County and Wajir town in Wajir County.
Garissa Water and Sewerage Company (GAWASCO) is the implementing agency for the sub-component that will finance water and sanitation services for the Dadaab host communities.
The objective of the consulting services (“the Services”)ris:
- a)To develop a Masterplan for Domestic, Livestock and Industrial Water for Garissa County.
- b)To develop an implementation schedule of proposed strategies of the master plan within a period of 25 years in stages of 5 years and this should be in line with the National Water Master Plan
- c)To review and identify potential water source(s) in the county and recommend strategies for their development after consideration of hydrological / geo-technical / social / economic and environmental factors. This will include mapping and assessment of the existing surface and groundwater sources including transmission and distribution networks. This will also include a comparison of life-time cost.
- d)To make recommendations for exploitation of the available water resources
- e)To carry out a comprehensive analysis of Ground and Surface water availability
- f)To prepare water demand estimates domestic, livestock and Industrial) for the county up to the year 2045 and explore any relevant demand management options such as pricing and management possibilities.
- g)To determine the investment needs and prepare investments plan for both short and long term to address the gap in water supply, water balance and focus on growth, with application of appropriate technologies.
- h)To consider and incorporate recommendations of other studies undertaken or being undertaken by other relevant authorities including the County Government of Garissa, Northern Water Works Development Agency, Ministry of Water, Sanitation and Irrigation (National Water Masterplan 2030), among others
- i)To prepare detailed feasibility study for all options and preliminary engineering designs for the selected options and detailed designs and tender documents for the-best option selected.
- j)To prepare Strategic Environmental Impact Assessment, Social Impact Assessment (including RAPs), hydrological and Geo-technical study reports for the selected options.
- k)To prepare a water resources master plan for the preferred water source(s) based on the development strategies recommended in (a) above. The consulting-services (“the Services”) is for Development of Garissa County Water Master Plan.
Garissa Water and Sewerage Company (GAWASCO) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
- a)Relevance and suitability of the core business area of the applicant firm with the subject assignment;
- b)Firm should have at least five (5) years relevant experience in feasibility studies (Relevant completion certificates and/or letters of recommendation from clients to be provided)
- c)Firm should have undertaken at least one (1) similar assignment in the last five years both in scope and complexity in similar operating environment. Details of the assignment – Name, Client, scope value and period shall be provided; and
- d)The firm’s overall institutional, managerial and technical competence and capability to undertake the assignment, in terms of number and appropriate mix of its technical experts, financial strength, institutional quality management system and goodwill in the industry.
The consultancy services will be carried out over a period of twelve (12) calendar months
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants (under IBRD Loans and IDA Credits & Grants) by World Bank Borrowers January 2011, revised July 2014 (‘Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications. All the members of joint venture shall be jointly and severally liable for the entire assignment. However, the experience of the sub-consultant will not be considered while shortlisting.
A Consultant will be selected in accordance with the Quality and Cost-Based Selection (QCBS) method set out in the Consultant Guidelines.
