REQUEST FOR EXPRESSION OF INTEREST FOR INFORMATION TECHNOLOGY (IT) SPECIALIST – ENTERPRISE RESOURCE PLANNING (ERP) SYSTEM DESIGN, IMPLEMENTATION AND NETWORKING

CONTRACT NO: MOWS l/KWSCRP-1/002/2020-2021

  1. The Government of Kenya has received financing from the World Bank toward the cost of the Kenya Water Security and Climate Resilience Project (KWSCRP-1) and intends to apply part of the proceeds from this financing for payment of Consulting Services for -design and implementation of Enterprise Resource Plan­ning (ERP) Systems for Mombasa Water Supply and Sanitation Company (MOWASSCO) and Water Resources Authority (WRA);.
  2. The Project Management Unit (PMU) is desirous to recruit an Information Technology (IT) Specialist with specific experience in scoping, design and implementation of ERP systems and Networks.
  3. The Post -Reporting to the Project Manager PMU the Information Technology (IT) Specialist will assist MOWASSCO and WRA in defining the scope of the preferred ERP solution including: i) Identifying the busi­ness functions to be targeted; ii) Defining minimum functional and technical requirements of the preferred ERP solution; iii) Defining a phased approach to implementation of the preferred ERP System and recom­mending viable hosting options for the ERP System; and iv) Identifying the critical ICT infrastructure improve­ments required to make the proposed ERP systems work effectively.

  5. The Ministry of water, Sanitation and Irrigation (the Client) now invites eligible individual consultants to express their interest (EOI) in providing these services. Interested consultants must provide their CVs and information indicating that they are qualified to perform the services. The desired consultant should meet the following minimum requirements:
  6. a)At least Master’s Degree in IT Systems or closely related disciplined from a reputable university;
  7. b)Minimum of 15 years of relevant work experience in ERP System design, implementation and networking;
  8. c)Professional Certification in respective professional area;
  9. d)Specific experience (Hands-on) in defining the scope and roll-out plans for ERP Systems and Networks in large organizations in Kenya will be a distinct advantage; and
  10. e)Should be fluent in English.
  11. The duration of the assignment is 80 Man-days and is expected to commence on August 1, 2020.
  12. The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants (under IBRD Loans and IDA Credits £ Grants] by World Bank Borrow­ers January 2011 revised July 2014 (“Consultant Guidelines’), setting forth the World Bank’s policy on conflict of interest.
  13. Selection of an Individual Consultant will be in accordance with World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits £ Grants] by World Bank Borrowers, January 2011 revised July 2014 (“Consultant Guidelines”). The selection criteria will be solely based on individual experience and qualifications.
  14. Interested consultants may obtain further necessary information at the address below during office hours between 0900 to 1600 hours from Monday to Friday excluding lunch hour (1300 to l400Hrs) and public holidays.
