REQUEST FOR PROPOSAL

CONSULTANCY SERVICES FOR MEDIA ADVISORY SERVICES, EVENT MANAGEMENT AND INTERGRATED COMMUNICATION SERVICES

Background

The Government through the Ministry of East African Community & Regional Development is championing the business re­forms and transformation agenda through the Ease of Doing Business reforms program. Since 2014, the World Bank Global report on Doing Business has ranked Kenya amongst the top 10 most reformed list of countries, three times in a row, with a most recent rank of 56th in 2019, up from 136th in 2014 out of 190 countries globally.

The Ministry has developed action plans of reforms that require implementation across different agencies. The government will implement these reforms in order to improve the business environment in the country to facilitate domestic and foreign investments especially during the Covid-19 period.

Improving the Ease of Doing Business in Kenya will stimulate private sector to expand operations for economic growth and thereby contribute to the creation of more jobs. Improvement of Business Environment will take a participatory and all-inclu­sive approach, where Government Ministry’s Departments and Agencies are partnering with the Private Sector to implement agreed upon business reforms.

The Government through the Ministry of East African Community & Regional Development seeks to appoint an Integrated Marketing Communication firm to provide services for four (4) months in the areas of Public Relations, Digital Communica­tion, Advertising, Media Management and Event Management for an impact Communication campaign capturing the progress and gains that Kenya has realized through Doing Business reforms implemented since 2014 and for the Covid-19 period. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

Consultants may associate with other firms to enhance their qualifications. The Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method.

Request for Proposal (RFP) completed documents are to be enclosed in plain sealed envelopes, marked with the RFP name and reference number and be deposited in the tender Box at 16th Floor Co-operative Bank House Building Haile Selassie Avenue or be addressed to Principal Secretary, State Department for East African Community P.O Box 8846-00200 Nairobi so as to be received on or before 4th November, 2020 at 10.00 a.m.

The RFP documents will be opened immediately thereafter in the boardroom at 18th floor. Co-operative Bank House in the presence of the candidates or their representatives who choose to attend.
