CONSULTING SERVICES – FIRMS SELECTION
REQUEST FOR EXPRESSION OF INTEREST (REOI)

CONSULTANCY SERVICES FOR PREPARATION OF ENVIRONMENTAL AND SOCIAL IMPACT ASSESSMENT (ESIA) AND RESETTLEMENT ACTION PLAN (RAP) FOR MWACHE ROADS, KWALE COUNTY.

CONTRACT NO.: MOWSI/KWSCRP-2/002/2020-2021

  1. The Government of Kenya has received financing from the World Bank towards the cost of the Coastal Region Water Security and Climate Resilience Project and intends to apply part of the proceeds from this financing for payment of consulting services for the Preparation of Environmental and Social Impact Assessment (ESIA) and Resettlement Action Plan (RAP) for Mwache Dam Roads, Kwale County.
  2. The roads to be constructed or upgraded as a result of the Mwache Dam project are expected to achieve the following objectives: –
  • Connect communities and major towns cut off by the impoundment (Kinango and Mazeras Towns, Bofu, Munyenzeni, Chigato., Mwache, Miyani, Kasemeni)
  • Provide access to new developments (water treatment works, dams, base camps, irrigation facilities.
  • Provide temporary roads to be used during construction to access quarries, ccontactor’s camp and dam areas.
  • The total length of the roads to be constructed under this assignment is about 35 km with an average width of between 40 – 60m with some being new roads to be constructed while others are to be up­graded and/or realigned.
  1. The scope of the assignment includes:
  2.             Preparation of the ESIA in a manner that complies with the Environmental Impact Assessment and Audit Regulations 2003 established under the Environmental Management and Coordination Act (EMCA), 1999 (amendment) 2015 of Kenya. It should meet the requirements of World Bank Operational Policy 4.01, Environmental Assessment and follow the World Bank Group Environment, Health and Safety (EHS) Guidelines, particularly: Environmental, Health, and Safety General Guidelines (2007); Environ­mental, Health, and Safety Guidelines for Roads (2007).
  3.             The RAP should address the impacts of .the proposed project on people and communities in along the proposed route. The RAP will comply.with all the Kenya’s national legislative and regulatory frameworks for land acquisition and compensation, as well as the World Bank policies and procedures for involuntary resettlement (OP 4.12) and Indigenous Peoples (OP, 4.10). In accordance with those policies, the RAP must be prepared in a participatory manner, in consultation with key stakeholders where the infrastruc­ture will pass and with the active participation of affected people and communities.

  5. The duration of the services is expected to be four (4) months
  6. The Ministry of Water, Sanitation and Irrigation now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short-listing criteria are:
  7. a)Relevance and suitability of the applicant’s core business to the assignment.
  8. b)The consultancy firm should have at least 10 years of experience in ESIA and RAP preparation for roads and linear infrastructure in sub-sahara region (provide brochures, description of studies undertaken).
  9. c)The Consulting firm must have specific experience in undertaking ESIA and RAP for World Bank Projects.
  10. d)Technical and managerial capabilities and administrative and financial strength of the firm will be import­ant aspects.

  1. The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Graftts] by World Bank Borrowers, January 2011 revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
  2. Firms may associate in the form of a joint venture or a sub-consultancy to enhance their qualifications.
  3. A Consultant will be selected in accordance with the Consultant Qualification Selection (CQS) method set out in the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers, January 2011 revised July 2014 (“Consultant Guidelines”)
  4. Interested consultants may obtain further necessary information at the address below during office hours be­tween 0900 to 1600 hours from Monday to Friday excluding lunch hour (1300 to 1400Hrs) and public holidays.
