 Consultancy Services For Provision Of A Chemical Treatment Solution For The South Lokichar Waxy Crude Oil

The Ministry of Petroleum and Mining- State Department for Petroleum invites Expression of Interest from eligible firms to undertake the following;-

Objective

The objective of the consultancy is to develop and test a Chemical treatment solution that will be used to enable the waxy crude to flow and remediate wax deposition.

The scope of the assignment will include but not limited to;

The consultant shall develop a customized Chemical treatment solution. The solution shall include Pour Point Depressants   and Wax inhibitors which are aligned with the characteristics of individual crude oil to provide a permanent solution to the flow of the crude oil.

The consultant is expected to undertake the following:

1. Provide a Flow Assurance treatment Solution on waxy crude. The waxy crude is from South Lokichar basin.
2. The Chemical treatment solution proposed by the consultant shall retain the true value of the crude such that it does not alter the composition of the crude oil.
3. Demonstrate that the proposed solution can be used on pressure-volume-temperature (PVT) Laboratory Analysis on the Lokichar Waxy Crude Oil that includes the following;
4. a)Oil restoration
5. b)API Gravity
6. c)Wax Analysis
7. d)Sulphur and Metals
8. e)Boiling Point Distribution
9. Propose a solution on Resin Analysis & Diagnostic Tests for:
10. a)Crude Assay
11. b)Wax Melting Point
12. c)Wax Solubility (at lowest expected field temperatures)
13. d)Asphaltene Flocculation
14. e)Wax Crystallization (Cloud Point)
15. f)Pour Point Temperature
16. g)Viscosity and Correlation.

ELIGIBLE FIRMS

Eligible and interested bidders/firms are requested to submit their Expression of Interest by providing information that includes but not limited to the following:

• Copy of Certificate of Incorporation/Registration of Company.
• Brief description of the Firm(s) profile(s) indicating capability to develop a Chemical treatment solution that will be used to enable the waxy crude to flow and remediate wax deposition.
• Description of the methodology and technological solution of the chemical treatment to be applied in the proposed assignment.
• Details of similar assignment conducted on application of chemical treatment solution of waxy crude oil in the last five years under the headings:

1. a)Description of the project
2. b)Scope of work
3. c)Start and completion dates
4. d)Value in USD
5. e)Client’s name
6. f)Contact details of the Client (The Ministry may approach the client directly for the feedback)

So as to be received on or before 4^th March, 2020 at 10.00 am East African time. Expression of Interest document will be opened immediately thereafter at the Ministry of Petroleum and Mining, State Department for Petroleum, Nyayo house Building, 24^th Floor, Court room in the presence of bidders or their representatives who choose to attend.

Large documents that cannot fit in the tender box shall be received and registered at Supply Chain Management services Office at Nyayo House 24^th floor room 24-19.
