CONSULTANCY SERVICES FOR REVIEW OF FEASIBILITY STUDY, PREPARATION OF DETAILED DESIGN AND TENDER DOCUMENTS OF THE PROPOSED RUMURUTI DAM WATER SUPPLY PROJECT

1. General Background

Central Rift Valley Water Works Development Agency was established under Water Act 2016, as an autonomous agency reporting to the Ministry of Water, Sanitation and Irrigation.

The Agency was created to improve delivery of water services within areas of its jurisdiction which include Baringo, Laikipia, Nakuru, Narok and Nyandarua Counties mainly through construction of National Bulk Water and Sewerage Works.

2. Project Objective

The primary objective of Rumuruti Dam Water Supply Project is to augment water supply to Rumuriti Town and Environs.

3. Previous Investigations and Reports

Feasibility Study for Rumuruti dam had been carried earlier and identified various dam sites by the National Water Harvesting and Storage Authority.

4. Request for the Expression of Interest

The Government of Kenya intend to finance the project through suitable credit that meets the financing requirement. The Ministry of Water, Sanitation and Irrigation through Central Rift Valley Water Works Development Agency intends to identify a suitably qualified Consultancy firm to undertake the Review of the Feasibility Study, Carry out the Detailed Design and Prepare Tender Document for the dam and water supply system for the proposed project area.

5. Scope of Works
6. i)Review the Feasibility studies of the dam and water supply system and undertake Feasibility study
7. ii)Carry out Hydrological study, Geological and Geotechnical Studies of the selected dam sites, treatment works ,pipeline routes and reservoir sites and based on the results of the study, select the most suitable dam site

iii)    Carry out detailed Dam Design including spillway and Intake structure and other ancillary works based on the existing feasibility study

1. iv)Prepare Dam Safety Plans/Report
2. v)Carry out, preliminary and detailed designs of treatment works with the capacity based on the projected water demand and augmentation required
3. vi)Carry out route survey, preliminary and detailed design of water transmission pipeline from the treatment plant to supply areas

vii)  Carry out Environmental and Social Impact Assessment(ESIA)and assist the Client to acquire the Licence.

viii)  Prepare the Resettlement Action Plan (RAP) and Valuation Report of Project Affected Persons/Institutions for areas affected by the project and assist the Client in the implementation of the RAP.

3. Expression of Interest

The Central Rift Valley Water Works Development Agency now invites eligible Consulatncy firms to indicate their interest, for Consul­tancy Services. Firms or Joint Ventures should provide information demonstrating that they have the required financial capabilities or backing, technical qualifications and relevant experience to perform the Services. The Firms or Joint ventures that meet all the following qualification criteria will be prequalified :

1. i)Experience in Design of at least 1 Dam with a minimum height of 30 meters in the last 5 years. Experience in design of at least 1 No Water Treatment Works of at least 10,000 cubic meters per day capacity in the last 5 years
2. ii)Experience in design of pipeline of at least 1 project with minimum pipeline length of 40 km of min 300 mm diameter pipes

iii)    Experience in Similar Conditions i.e. in a developing country.

1. iv)Availability of appropriate skilled staff including GIS Expert, Water Engineer/Hydraulic Engineer, Structural Engineer, Geotechnical Engineer, Dam Expert, Water Resource Expert, An Environmentalist, a Sociologist, a Surveyor, Materials Engineer, CAD specialists, etc.

Once shortlisted, the Firms, the Joint Venture will be invited to submit the Technical and Financial Proposal.

7. Expression of interest shall be opened on 7^th December,2021 as from 12.05 P.M
